Cleaning Services <br />Professional Building Services <br />A request had been received from the Lower 48, Wild Rice, North Dakota, for a special permit to sell <br />beer and wine on Sundays which would become effective July 1, 1987. <br />States Attorney Robert Hoy recommended denial of the permit due to felony convictions against one <br />of the owners; Mrs. Stanton moved and Mr. Eckert seconded that the request for the special Sunday beer <br />and wine license be denied. On roll call vote, the motion carried unanimously. <br />Following the request of County Road Engineer Don Richards, Mr. Eckert moved and Mr. Larson seconded <br />to authorize Cass County Electric, Kindred, North Dakota, to cross County Road One and Six located west <br />of Fargo with a cable. On roll call vote, the motion carried unanimously. <br />Following the closing of a bridge about 1 1/2 years ago located in Reed Township, a request from the <br />residents in that area was considered for the rebuilding of a road so they would have an outlet when the <br />water is high. <br />Mr. Eckert moved and Mrs. Stanton seconded that the county would help fund the road construction in <br />lieu of closing the bridge not to exceed $9,000.00 to be paid from the County Contingency Fund. On roll <br />call vote, the motion carried unanimously. <br />The following four proposals were presented for the cleaning in the courthouse: <br />$3,340.00 <br />$3,834.00 <br />$3,570.00 <br />$3,480.00 <br />This would include full service from all except J. P. Cleaning Services would want an additional <br />$850.00 for washing windows twice a year; and Professional Building Services fees would be $4,285.00 <br />including light fixtures, shampooing, and furniture cleaning. <br />Mrs. Stanton moved and Mr. Larson seconded to award the contract to Professional Building Services <br />in the amount of $4,177.88 a month which includes a 2.5 percent discount of the previous figure for <br />complete service given effective July 8, 1987, for twelve months to be paid at the regular time. On roll <br />call vote, the motion carried with Mr. Larson, Mr. Eckert, and Mrs. Stanton voting "Yes Mr. Wieland and <br />Mr. Sondrall voting "No <br />Following a request from the Attorney General's Office to install an antenna on the roof of the <br />courthouse, Mr. Larson moved and Mrs. Stanton seconded to authorize the State Crime Bureau to install a <br />six foot antenna at no cost to the county and asked the States Attorney to include the cost stipulation <br />in the proposed lease. On roll call vote, the motion carried unanimously. <br />Because the room that had been designated for a smoking area is now going to be rented to the State <br />Tax Department, five booths on the east side of the cafeteria will be designated for the smoking area <br />effective Monday, June 29, 1987, including the following items: <br />1. Under certain conditions, the County will pay for an approved program to stop smoking for any <br />employee or elected official who is serious about stopping smoking. <br />2. The commission is encouraging the stopping of smoking at any entrance to any Cass County <br />Building. <br />3. The commission is encouraging not to abuse the use of smoking anywhere. <br />4. This decision is to be reviewed every sixty days. <br />Motion carried. <br />Following discussion by States Attorney Robert Hoy and Administrative Assistant Scott Krueger <br />regarding a proposed lease for Road Department equipment from Daugherty- Dawkins, Inc. of Minneapolis, MN, <br />Mr. Larson moved and Mr. Eckert seconded to authorize the Chairman to sign as approved the lease of this <br />equipment. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded to authorize the Weed Control Office to hire five <br />employees in the amount of $5.00 per hour; and one employee in the amount of $6.00 per hour for summer <br />time employment. On roll call vote, the motion carried unanimously. <br />Following the review on the application from the Bison Trap and Skeet Range near Horace for a <br />special permit to sell beer and wine on Sunday which is effective July 1, 1987, Mrs. Stanton moved and <br />Mr. Eckert seconded that the request be referred to the Sheriff's Department and States Attorney since <br />the necessary requirements are met by the North Dakota Century Code in the area of the sale of food. <br />Motion carried. <br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned. <br />
