The Commission questioned whether the position needs to be full -time, <br />and discussion was held on sharing staff between the Auditor, Treasurer <br />and Register of Deeds. Mr. Wieland suggested that the Auditor and <br />Register of Deeds discuss hiring someone to work part of the time <br />in each department, and that the Auditor report back to the Commission. <br />Mrs. Stanton moved and Mr. Larson seconded to reappoint <br />Commissioner Don Eckert to the Cass County Weed Control Board for <br />another four -year term beginning July 1, 1987. Motion carried. <br />The Chairman noted that the term of John Heuer of Leonard on <br />the Cass County Housing Authority expires July 1, 1987; and four terms <br />on the Cass County Social Services Board expire July 31, 1987. Anyone <br />wishing to be considered for possible appointment should submit their <br />name to the County Commission. <br />Sheriff Don Rudnick appeared before the Board regarding salary <br />adjustments and staff replacement in his department. He stated that <br />a recent re- organization of his staff and further utilizing of the <br />Reserve Program will result in substantial overtime savings. He is <br />requesting salary adjustments for the administrative staff as their <br />salaries have fallen below area law enforcement agencies. Mrs. <br />Stanton requested job descriptions for these people. Mr. Wieland <br />suggested a committee meeting with Sheriff Rudnick to prepare a <br />proposal for the Commission to consider in 3 -4 weeks. <br />Upon the request of Sheriff Don Rudnick, Mr. Larson moved and <br />Mrs. Stanton seconded that the Sheriff be authorized to replace the <br />secretary position in the County Jail with a full -time deputy in Pay <br />Grade 11. The Commission asked the Sheriff to advertise the position <br />with North Dakota Job Services. On roll call vote, the motion carried <br />unanimously. <br />Mr. Larson moved and Mrs. Stanton seconded that salary increases <br />for County Social Services employees be approved as presented <br />according to a schedule dated June 8, 1987, with the exception of <br />the Director IV, retro- active to January 1, 1987. On roll call vote, <br />the motion carried unanimously. <br />Administrative Assistant Scott Krueger stated that the <br />Commission discussed personnel policy and procedures some time ago, <br />and he introduced Mr. Bob Black from Eide Helmeke Company. Mr. <br />Black proposed to review the County's personnel policies in the area <br />of compliance with State and Federal laws at a cost to the County <br />of $3,000 plus expenses, if incurred. Mr. Larson moved and Mrs. <br />Stanton seconded to authorize the firm of Eide Helmeke to conduct <br />a personnel policy and procedures review at a cost not to exceed $3, 000, <br />with the understanding that the Commission would receive a <br />recommendation on whether or not a Personnel Director is needed for <br />Cass County. On roll call vote, the motion carried unanimously. <br />The Commission asked how soon the report could be completed, and Mr. <br />Black indicated that it would be no later than July 30, 1987. <br />
