REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />JUNE 9, 1987 <br />Chairman Alon Wieland called the meeting to order with all members <br />present as follows: Jeannette Stanton, Don Eckert, Oscar Sondrall, <br />Ray Larson and Alon Wieland. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br />A delegation was present regarding a bridge between Sections <br />23 -24, Stanley Township, near the Anton Rutten property. Mr. Rutten <br />was present along with members of the Stanley Township Board of <br />Supervisors. Stanley Township Chairman Warren Solberg requested that <br />the bridge be re- opened following an inspection and possible repair. <br />County Engineer Don Richards did not recommend repairing the bridge <br />due to the excessive cost, and he suggested that the township consider <br />three alternate routes. The Chairman asked Stanley Township to review <br />the options and attend another meeting, other than during a regular <br />Commission meeting. Mr. Larson suggested the date of June 23, 1987, <br />at 7:00 P.M. in the Commission Room, and he also suggested discussion <br />on extending the Fargo sewer line south 3 miles. <br />The Chairman declared a recess of the Regular Meeting of the <br />Board of Cass County Commissioners, and the Board reconvened as the <br />County Board of Tax Equalization. <br />Sister Mary Margaret Mooney was again present along with Gerald <br />Nilles, Attorney for Riverview Place, Inc. Also present was Mr. Harry <br />Arneson, who explained an appraisal he made of the structures located <br />on Lot 1, Block 1, Riverview Place, Stanley Township, which is the <br />former Sacred Heart Convent and is now an elderly housing unit <br />co- sponsored by the Presentation Sisters of Fargo and the Catholic <br />Health Organization. Mr. Arneson appraised the property at <br />$4,350.00. Last week, County Director of Tax Equalization Clarence <br />Miller proposed to increase the assessed value to $6,800,000. Mr. <br />Nilles expressed concern about the impact of the proposed assessment <br />as the tax increase will go directly on the tenants. Motion was made <br />by Mr. Larson and seconded by Mrs. Stanton to establish the assessed <br />value at $5,500,000 on Lot 1, Block 1, Riverview Place, Stanley <br />Township, for the 1987 taxes. On roll call vote, the motion carried <br />unanimously. <br />Another matter to come before the County Board of Tax Equalization <br />was presented by Mr. Doug Lanctot, General Manager of the Woods Farmers <br />Elevator, concerning taxation on the condominium grain elevators in <br />Leonard Township. Clarence Miller recommended that this matter be <br />referred to the State Board of Tax Equalization for the reason that <br />there is no uniformity throughout the State, and he feels the State <br />Board of Equalization should make a determination. Mr. Larson moved <br />and Mr. Sondrall seconded to deny the request for tax exemption on <br />grain condominiums in Leonard Township and recommend that they appeal <br />to the State Board of Tax Equalization in August, 1987, to resolve <br />this matter. Motion carried. <br />
