On motion by Mrs Stanton and seconded by Mr. Larson, the Chairman <br />declared the 1987 County Board of Tax Equalization adjourned. <br />The Commission accepted several pieces of artwork on loan from <br />the West Acres Merchants Association, represented by President George <br />Rohde. Chairman Wieland thanked him for adding to the artwork in <br />the Courthouse and stated that the Art Committee will find very <br />appropriate places to display it. <br />Mr. Myril Schoeppach from the Page Rural Fire Protection District <br />was present for a public hearing on proposed annexation of the City <br />of Ayr to the Page Fire District. No other persons were present for <br />the hearing. Mrs. Stanton moved and Mr. Larson seconded that the <br />annexation be approved and a resolution adopted concerning the <br />annexation of the City of Ayr to the Page Rural Fire Protection <br />District. On roll call vote, the motion carried unanimously. <br />Regarding the request by the Red River Valley Fair Association <br />for a sign across County Road 28 at the entrance to the fairgrounds, <br />the Chairman stated that the County could approve it subject to having <br />County Road 28 identified on the sign and on the basis of first <br />obtaining a permit through the County Road Department. Mr. Sondrall <br />moved and Mr. Larson seconded to approve placement of a sign across <br />County Road 28 on the basis of it being 36' wide between the posts, <br />18' high from the road to the bottom of the sign and that it be on <br />a permit basis, the Red River Valley Fair Association to apply for <br />said permit through the County Road Department. On roll call vote, <br />the motion carried unanimously. <br />Mrs. Terry Bastien was present regarding her request fora special <br />permit to sell beer and wine on Sundays at the Lower 48, Wild Rice, <br />ND, on Sundays commencing July 1, 1987, in accordance with State law. <br />Mr. Larson suggested granting a permit subject to approval of the <br />States Attorney and the Sheriff's Department. Mrs. Stanton suggested <br />first referring it to these departments rather than granting <br />conditional approval. Motion was made by Mr. Larson and seconded <br />by Mrs. Stanton that the request of the Lower 48 for a special permit <br />be referred to the Sheriff's Department and the States Attorney, and <br />that the matter be placed on the agenda for next Tuesday. Mr. Wieland <br />pointed out that the Lower 48 does meet the requirements of the North <br />Dakota Century Code in the area of the sale of prepared meals being <br />50% or more of the annual gross receipts. Motion carried. <br />Mr. Eckert moved and Mr. Larson seconded to grant approval of <br />a utility permit for U.S. Sprint to bury cable along County Road 81 <br />south of Fargo, as recommended by the County Engineer. On roll call <br />vote, the motion carried unanimously. <br />Mr. Ed Nesemeier and Mr. Dallas Nesemeier spoke to the Commission <br />about a drainage problem between Sections 13 -18, Addison Township. <br />The Chairman suggested that County Engineer Don Richards and <br />Commissioner Eckert meet with the landowners and the Maple River Water <br />Resource District and keep the Commission posted in the next couple <br />of weeks. <br />
