PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />Mrs. Terry Bastien was present regarding her request for a special permit to sell beer and wine on <br />Sundays at the Lower 48, Wild Rice, ND, on Sundays commencing July 1, 1987, in accordance with State law. <br />Mr. Larson suggested granting a permit subject to approval of the States Attorney and the Sheriff's <br />Department. Mrs. Stanton suggested first referring it to these departments rather than granting <br />conditional approval. Motion was made by Mr. Larson and seconded by Mrs. Stanton that the request of the <br />Lower 48 for a special permit be referred to the Sheriff's Department and the States Attorney, and that <br />the matter be placed on the agenda for next Tuesday. Mr. Wieland pointed out that the Lower 48 does meet <br />the requirements of the North Dakota Century Code in the area of the sale of prepared meals being 50% or <br />more of the annual gross receipts. Motion carried. <br />Mr. Eckert moved and Mr. Larson seconded to grant approval of a utility permit for U.S. Sprint to <br />bury cable along County Road 81 south of Fargo, as recommended by the County Engineer. On roll call <br />vote, the motion carried unanimously. <br />Mr. Ed Nesemeier and Mr. Dallas Nesemeier spoke to the Commission about a drainage problem between <br />Sections 13 -18, Addison Township. The Chairman suggested that County Engineer Don Richards and <br />Commissioner Eckert meet with the landowners and the Maple River Water Resource District and keep the <br />Commission posted in the next couple of weeks. <br />Regarding salary increases for County_ Service employees, who were excluded from the <br />Commission's action on increases for other County employees, Administrative Assistant Scott Krueger <br />stated that he was able to work closely with Social Services in resolving the salary situation. He <br />stated that several of their employees received salary increases in January because of adjustments in the <br />State pay scale. Mr. Krueger recommended approval of Social Services salaries as presented, retroactive <br />to January 1, 1987. However, the Chairman suggested placing the matter on the agenda for next week. <br />Scott Krueger reported that the North Dakota Legislature passed a law allowing cities to contract <br />with county governments for providing certain municipal court services, and the City of Fargo is looking <br />for Cass County to appoint a committee to meet with them to discuss options that are available for <br />transferring some of the municipal court functions to the County. Mr. Larson moved and Mr. Eckert <br />seconded that the following people be appointed to the Municipal Court Committee: Commissioners Stanton <br />and Wieland, County Court Judge Cynthia Rothe, Linda Rogers, States Attorney Robert Hoy, Scott Krueger <br />and Data Processing Manager Dick Offutt. Motion carried. <br />The Board discussed proposals for modular office furnishings for non public areas in several County <br />offices and for the Register of Deeds Office. Scott Krueger proposed that in all cases, he and the <br />Architect will meet with the department head involved before proceeding to order the furnishings. <br />Scott Krueger received a memo from the Data Processing Manager recommending that the County buy out <br />the NCR computer equipment lease in order to save interest expense. Mrs. Stanton moved and Mr. Eckert <br />seconded that Scott Krueger be authorized to proceed with the buy out of NCR computer equipment at a cost <br />not to exceed $54,500 to be paid from the Capital Projects fund. On roll call vote, the motion carried <br />unanimously. <br />Mr. Wieland suggested meeting informally at 8:00 A.M. next Tuesday, June 16th, to discuss making a <br />final decision on salary increases for elected officials /department heads. <br />Mr. Wieland left at this time after asking Vice Chairman Don Eckert to chair the remainder of the <br />meeting. <br />Regarding a proposed lease with Daugherty /Dawkins for Road Department equipment and Sheriff's <br />Department radio console, the Commission suggested that Scott Krueger review with the States Attorney the <br />possibility of changing securities since the States Attorney was not comfortable with the arrangements in <br />the proposed lease. <br />A request was received from the Manager of the Bison Trap and Skeet Range near Horace for a special <br />permit to sell beer on Sunday, June 21, 1987, during a Roughriders Trap Shoot. Mrs. Stanton moved and <br />Mr. Larson seconded to grant approval of the special permit and to charge a fee of $10.00. On roll call <br />vote, the motion carried unanimously. <br />County Auditor Ordelle Brua requested permission to hire one additional employee to assist in the <br />front office, and she would propose placing this person in Pay Grade 3 at a salary of $850 -$900 per <br />month. Mrs. Stanton suggested delaying this for one week since Mr. Wieland is absent at this time. <br />Mr. Sondrall moved and Mrs. Stanton seconded to approve out of state travel for Social Services <br />employees Bev Bohn to St. Cloud, MN on the date of June 18, 1987, and for Kathy Suedel to Duluth, MN on <br />June 22 and to Willmar, MN on July 8, 1987. Motion carried. <br />Mrs. Stanton moved and Mr. Larson seconded to submit corrected figures on County property insurance, <br />as approved at an insurance committee meeting this morning, to the State Fire and Tornado Fund. On roll <br />call vote, the motion carried unanimously. <br />Mr. Larson moved and Mrs. Stanton seconded to approve a bill to Robert C. Rust in the amount of <br />$1,500.00 for the year 1987 as the County's insurance consultant.
