Mr. Wieland asked for cost estimates on hiring the <br />services of a consulting firm, and Mr. Krueger stated that the Data Processing <br />Manager has that information and will be requested to appear before the Board. <br />Upon receiving correspondence from Sheriff Don Rudnick, Chairman of the <br />Salary Review Committee, Mr. Eckert moved and Mr. Larson seconded that Toni <br />Stremick be appointed to represent County employees on the Salary Review <br />Committee fora 3 -year term to replace Janice Becker, who is no longer a full -time <br />employee. Motion carried. <br />Mr. Eckert moved and Mrs. Stanton <br />Permit for the Wheatland Rod and Gun <br />Wheatland. Motion carried. <br />Mr. Larson moved and Mr. Sondrall <br />Permit for the Wheatland Baseball and <br />1987, at Wheatland. Motion carried. <br />seconded to grant approval for a Raffle <br />Club on the date of July 16, 1987, at <br />seconded to grant approval for a Raffle <br />Softball Club on the date of July 14, <br />Mrs. Stanton moved and Mr. Eckert seconded to receive and file the Indemnity <br />Bond on Lost Instrument for Randy Morris, and authorize the Auditor to issue <br />a duplicate check. On roll call vote, the motion carried unanimously. <br />Correspondence was received from the State Historical Society stating that <br />the Cass County Commission was notified in October, 1986, that County -owned <br />property at 57 -11th Avenue North would be listed on the National Register of <br />Historic Places. Mr. Wieland stated that he would respond with an apology, <br />and he will ask the procedure for removing property from the National Register. <br />Data Processing Manager Dick Offutt appeared at this time and reported <br />that the cost of contracting for financial analyst services would be $50 -$100 <br />per hour, and Mr. Offutt would not recommend doing this. Mrs. Stanton stated <br />that the task force which prepared "The Cass County Report" recommended budget <br />and fiscal analysis, and she suggested that the Commission hire a person for <br />at least one year. Mr. Krueger stated that it will take at least two years <br />for the computerized financial system to be in place. Mr. Wieland expressed <br />concern over the length of time that a financial analyst would be needed, and <br />he stated that he does not wish to establish it as an on -going position. <br />County Auditor Ordelle Brua asked that the position of financial analyst <br />be placed under her jurisdiction rather than the Administrative Assistant's. <br />The Commissioners were not in agreement as to whose jurisdiction this person <br />should be under. Mr. Sondrall stated that there is nothing in the Century Code <br />about the activities of the Administrative Assistant and the Data Processing <br />Manager. Mrs. Stanton questioned who would do the actual hiring of this person, <br />and Mr. Offutt did not feel it would be necessary to hire a professional firm. <br />Mrs. Stanton moved and Mr. Larson seconded that the Commission approve <br />the Salary Review Committee's recommendation to place the position of financial <br />analyst in pay grade 13, that the position of financial analyst be filled, and <br />that the County Auditor, County Treasurer, Data Processing Manager, <br />Administrative Assistant and two Commissioners serve on a hiring committee to <br />make a recommendation to the Commission. The motion carried on roll call vote <br />with four members voting "Aye Mr. Sondrall opposing. <br />
