PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />The Chairman received correspondence and photographs from the West Fargo City Planner of a problem <br />of dumping and storage of materials within the Meadowbrook Park area, which is outside their city limits. <br />The matter will be referred to the States Attorney. <br />A bridge petition and correspondence were received from Warren L. Solberg, Chairman of the Stanley <br />Township Board of Supervisors, regarding the bridge between Sections 23 -24 near the Tony Rutten property. <br />The Chairman suggested placing the item on the June 9th County Commission agenda. Stanley Township <br />officials will be notified of the meeting along with other interested parties, and States Attorney Robert <br />Hoy will be requested to attend. <br />Mr. Peter Xenides, Professional Building Services, appeared before the Board with a proposal for a <br />janitorial contract for the Courthouse, North Wing and South Wing in the amount of $4,178.00 per month. <br />Administrative Assistant Scott Krueger stated that Mr. Xenides' firm has been cleaning the South Wing <br />since it was first occupied and he is very impressed with the quality of service. Mr. Sondrall <br />questioned awarding a cleaning contract for the entire building without talking to other local cleaning <br />companies. Mr. Larson suggested delaying a decision for one week, and the Chairman suggested that <br />members of the Commission talk to department heads about the cleaning services and to Alton Johnson, <br />Maintenance Supervisor. <br />Mr. Larson moved and Mrs. Stanton seconded to grant a Site Authorization Permit for the <br />Fargo- Moorhead Community Theatre to conduct games of chance at the Flying J Travel Plaza for the period <br />of July 1, 1987 June 30, 1988. Motion carried. <br />The following bids were opened at 10:30 A.M. for remodeling the Juvenile Detention Center building <br />for the County Extension Offices and Juvenile Court. The Architect's estimate on the project was <br />$39,500. <br />J. E. Krieg Sons, Inc. <br />D.C. Trautman Construction <br />$39,982.00 <br />$41,282.00 <br />Upon the recommendation of Architect Richard Moorhead, Mrs. Stanton moved and Mr. Larson seconded to <br />award the low bid for the Juvenile Detention Center remodeling to J.E. Krieg Sons in the amount of <br />$39,982.00. On roll call vote, the motion carried unanimously. <br />Concerning department head salary increases for 1987, the Chairman suggested that the Commissioners <br />meet informally at 8:30 A.M. next Tuesday to discuss it. <br />The Chairman declared a recess for the purpose of meeting as the Cass County Building Authority and <br />upon reconvening, Mr. Larson moved and Mrs. Stanton seconded to approve Building Authority action on <br />Disbursement Direction #24 in the amount of $72,862.91. On roll call vote, the motion carried <br />unanimously. <br />Mr. Larson moved and Mrs. Stanton seconded that the County Auditor be authorized to pay $666.00 to <br />Architect Steve Poulson as the County's share of the bill for Law Enforcement Center planning. On roll <br />call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded to authorize payment of $393.00 for a change in the air <br />conditioning thermostat for certain areas, particularly for the Data Processing department. On roll call <br />vote, the motion carried unanimously. <br />Scott Krueger reported that the North Dakota Crime Bureau and the North Dakota Tax Department are <br />proposing to lease office space from Cass County which is in the basement of the Courthouse South Wing. <br />The proposed lease has not been reviewed by the States Attorney. <br />Mr. Eckert moved and Mr. Sondrall seconded to grant a Raffle Permit for the Red River Valley <br />International Apaloosa Horse Club on the date of August 16, 1987, at the Red River Valley Fairgrounds. <br />Motion carried. <br />Mr. Eckert moved and Mrs. Stanton seconded to grant a Raffle Permit for the Embden Community Club on <br />the date of June 25, 1987 at the Embden Center.
