PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS OF CASS COUNTY, NORTH DAKOTA The Chairman received correspondence and photographs from the West Fargo City Planner of a problem of dumping and storage of materials within the Meadowbrook Park area, which is outside their city limits. The matter will be referred to the States Attorney. A bridge petition and correspondence were received from Warren L. Solberg, Chairman of the Stanley Township Board of Supervisors, regarding the bridge between Sections 23 -24 near the Tony Rutten property. The Chairman suggested placing the item on the June 9th County Commission agenda. Stanley Township officials will be notified of the meeting along with other interested parties, and States Attorney Robert Hoy will be requested to attend. Mr. Peter Xenides, Professional Building Services, appeared before the Board with a proposal for a janitorial contract for the Courthouse, North Wing and South Wing in the amount of $4,178.00 per month. Administrative Assistant Scott Krueger stated that Mr. Xenides' firm has been cleaning the South Wing since it was first occupied and he is very impressed with the quality of service. Mr. Sondrall questioned awarding a cleaning contract for the entire building without talking to other local cleaning companies. Mr. Larson suggested delaying a decision for one week, and the Chairman suggested that members of the Commission talk to department heads about the cleaning services and to Alton Johnson, Maintenance Supervisor. Mr. Larson moved and Mrs. Stanton seconded to grant a Site Authorization Permit for the Fargo- Moorhead Community Theatre to conduct games of chance at the Flying J Travel Plaza for the period of July 1, 1987 June 30, 1988. Motion carried. The following bids were opened at 10:30 A.M. for remodeling the Juvenile Detention Center building for the County Extension Offices and Juvenile Court. The Architect's estimate on the project was $39,500. J. E. Krieg Sons, Inc. D.C. Trautman Construction $39,982.00 $41,282.00 Upon the recommendation of Architect Richard Moorhead, Mrs. Stanton moved and Mr. Larson seconded to award the low bid for the Juvenile Detention Center remodeling to J.E. Krieg Sons in the amount of $39,982.00. On roll call vote, the motion carried unanimously. Concerning department head salary increases for 1987, the Chairman suggested that the Commissioners meet informally at 8:30 A.M. next Tuesday to discuss it. The Chairman declared a recess for the purpose of meeting as the Cass County Building Authority and upon reconvening, Mr. Larson moved and Mrs. Stanton seconded to approve Building Authority action on Disbursement Direction #24 in the amount of $72,862.91. On roll call vote, the motion carried unanimously. Mr. Larson moved and Mrs. Stanton seconded that the County Auditor be authorized to pay $666.00 to Architect Steve Poulson as the County's share of the bill for Law Enforcement Center planning. On roll call vote, the motion carried unanimously. Mrs. Stanton moved and Mr. Larson seconded to authorize payment of $393.00 for a change in the air conditioning thermostat for certain areas, particularly for the Data Processing department. On roll call vote, the motion carried unanimously. Scott Krueger reported that the North Dakota Crime Bureau and the North Dakota Tax Department are proposing to lease office space from Cass County which is in the basement of the Courthouse South Wing. The proposed lease has not been reviewed by the States Attorney. Mr. Eckert moved and Mr. Sondrall seconded to grant a Raffle Permit for the Red River Valley International Apaloosa Horse Club on the date of August 16, 1987, at the Red River Valley Fairgrounds. Motion carried. Mr. Eckert moved and Mrs. Stanton seconded to grant a Raffle Permit for the Embden Community Club on the date of June 25, 1987 at the Embden Center. Motion carried. The Chairman was appointed to represent the County Commission on the Fargo Civic Auditorium Task Force. A report on overtime hours worked by the Register of Deeds' employees was referred to Commissioner Stanton. ATTEST: On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned.
