PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS OF CASS COUNTY, NORTH DAKOTA Mr. Eckert moved and Mrs. Stanton seconded that the Chairman be authorized to sign an agreement for funding assistance under the North Dakota Highway Safety Plan for 70% funding for Road Department equipment totaling $7,274.57. On roll call vote, the motion carried unanimously. Mrs. Stanton moved and Mr. Larson seconded that the Chairman be the Soil Conservation Service appointing Don Richards as a liaison Area Treatment Projects, and to appoint Steve Grindberg as alternate Mr. Larson moved and Mr. Eckert seconded to receive and file April, 1987: Motion carried. Clerk of Court 6,311.93 County Court $31,654.25 Register of Deeds $19,218.10 Sheriff 9,466.26 Veterans Service Officer Mr. Larson moved and Mr. Eckert seconded to approve the Application for a Raffle Permit for the Region III Good Sam Club on the date of June 20, 1987, at the Red River Valley Fairgrounds. Motion carried. Mr. Eckert moved and Mr. Larson seconded that the Chairman be authorized to sign a County Deed for Lot 6, Block 3, Chaffee Village, Walburg Township, to W.A. Frietag; and to cancel the general taxes in the amount of $6.34. On roll call vote, the motion carried unanimously. Mr. Larson moved and Mrs. Stanton seconded that Cass County recognizes the week of May 18 -25, 1987 as Safety Belt Awareness Week. Motion carried. Mr. Eckert moved and Mr. Larson seconded that the Chairman be authorized to sign a letter to the Fargo Post Office regarding the moving of the postal pickup box in the Courthouse to the west entrance lobby of the Courthouse South Wing. Motion carried. Mrs. Stanton moved and Mr. Eckert seconded to authorize Scott Krueger to negotiate for cleaning services with one company for the entire Courthouse complex, subject to Commission approval. Motion carried. The Commission continued their discussion on 1987 salary increases. Mrs. Stanton requested delaying a decision until next Tuesday to allow more time to digest the proposal. Mr. Wieland suggested approving the salary increases for the May pay period, with the exception of the elected officials. Mr. Larson moved and Mr. Eckert seconded to approve the salary proposal as presented by the Administrative Assistant, retroactive to January 1, 1987, excluding Department Heads and excluding Social Services employees and Extension Office employees whose anniversary date is July 1 of each year instead of January 1, the proposal being as follows: 1.6% cost of living increase based on percentage of mid -point applied to total salaries budget for $69,562.00, 0.75% applied to employees below the mid -point not to exceed $19,443.00, and 0.75% applied to employees over the midpoint not to exceed $13,131.00 with department heads having discretion on how it is distributed. The motion carried on roll call vote with three members voting "Aye Mrs. Stanton opposing. Notification was received from the North Dakota State Historical Society that property which the County owns at 57 -11th Avenue North in Fargo has been listed on the National Register of Historic Places. Mr. Larson moved and Mr. Eckert seconded that the Chairman be authorized to send a letter of protest to the State Historical Society because the Commission was not notified and there were no hearings held in connection with placing this property on the National Register. Motion carried. On motion by Mr. Larson and seconded by Mr. Eckert, the meeting was adjourned. REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS authorized to sign an agreement with official on the Cass County Critical Motion carried. the following Officer's Reports for MAY 26, 1987 Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette Stanton, Don Eckert, Oscar Sondrall, Ray Larson and Alon Wieland. Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as written. Motion carried. Upon the recommendation of the County Social Services Board, Mrs. Stanton moved and Mr. Eckert seconded that Jim Berglie be authorized to hire a part -time clerical employee for up to 20 hours per week for the Community Survival Program. Mr. Wieland asked what the rate of pay would be, and Mr. Berglie stated that it would be Pay Grade 12 at about $5.50 per hour. On roll call vote, the motion carried unanimously. Mr. Fred Selberg, Chairman of the Cass County Planning Commission, appeared before the Board along with County Planner Jerry McCullough. At their last meeting, the County Planning Commission recommended hiring assistance for Mr. McCullough. Mr. Selberg requested approval for hiring a temporary planning assistant at the rate of $6.00 per hour for 20 hours per week for a period of 6 months. The estimated cost would be $2,880, but this amount was not included in the 1987 County Planning budget. Mrs. Stanton moved and Mr. Sondrall seconded that County Planner Jerry McCullough be authorized to exceed his budget by not more than $2,900.00 for the purpose of hiring a part -time planning assistant as requested. On roll call vote, the motion carried unanimously.
