<br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS
<br />OF CASS COUNTY, NORTH DAKOTA
<br />Mr. Ray Obel, President of the Fargo -Cass County Industrial Development Corporation, gave an outline
<br />as to the progress of their committee because of the support that has already been given by Cass County.
<br />Mr. Sondrall moved and Mr. Eckert seconded to award the bid for bituminous surfacing on County Road
<br />26 to the low bidder, F -M Asphalt, Inc. in the amount of $437,747.75. On roll call vote, the motion
<br />carried unanimously.
<br />Mr. Sondrall moved and Mr. Eckert seconded that Vouchers No. 73,201 through 74,184 be approved and
<br />ordered paid. On roll call vote, the motion carried unanimously.
<br />Sheriff Don Rudnick explained how he has cut staff on weekends, holidays and for special events in
<br />order to curb overtime, which he expects will save the County approximately $25,000.00 in 1987. The
<br />Commission requested that he come back with an alternative or series of plans.
<br />Mr. Mark Boening, Assistant States Attorney for Regional Child Support Enforcement, presented a
<br />petition with the signatures of County employees regarding salaries for 1987, which included four
<br />different options. Mrs. Stanton moved and Mr. Sondrall seconded to receive and file this petition.
<br />Motion carried.
<br />Dorothy Howard, Clerk of District Court, submitted a letter last week requesting approval to hire
<br />Faye Majerus for a position in the Clerk's Child Support Division, but her second choice for hiring would
<br />be Tammy Zumach. Mrs. Stanton moved and Mr. Eckert seconded to hire Tammy Zumack for the Clerk of
<br />District Court Child Support Division in Pay Grade 4 at a salary of $900.00 per month. On roll call
<br />vote, the motion carried unanimously.
<br />County Auditor Ordelle Brua presented a letter of request to hire Cheryl McQuade for a full -time
<br />position as Accounts Payable Clerk in Pay Grade 4 at a salary of $1,100.00 per month. Mr. Sondrall moved
<br />and Mrs. Stanton seconded to approve the request. On roll call vote, the motion carried unanimously.
<br />A letter was received from Dick Fuller, Superintendent of Public Works for the City of West Fargo,
<br />expressing appreciation for the fine job done by Glenn Ellingsberg, Cass County Disaster Emergency
<br />Services Manager, during the Sheyenne River flooding at the Horseshoe Bend Trailer Court. Mrs. Stanton
<br />moved and Mr. Sondrall seconded to receive and file this letter, and to send a copy to Mr. Ellingsberg.
<br />Motion carried.
<br />On motion by Mr. Sondrall and seconded by Mr. Eckert, the meeting was adjourned.
<br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS
<br />APRIL 14, 1987
<br />Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette
<br />Stanton, Don Eckert, Oscar Sondrall, Ray Larson and Alon Wieland.
<br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as
<br />written. Motion carried.
<br />Mr. Royce Yeater spoke to the Commission on behalf of the Board of Directors of the Fargo Heritage
<br />Society expressing concern over the future of the Sheriff's Residence. He complimented the Commission on
<br />the upkeep of the Courthouse, the expansion projects and the extraordinary measures to restore the dome
<br />and its artwork. He stated that the Fargo Heritage Society believes it is important historically that
<br />not only the Courthouse be restored but at least the exterior shells of the Jail and Sheriff Residence
<br />also. He suggested a long -range planning effort, or at least waiting until the proposed law enforcement
<br />center planning is complete before making critical decisions in regard to the Sheriff Residence.
<br />Some members of the County Commission have considered selling the building and having it removed
<br />from the premises or possibly demolishing it. Mr. Yeater felt it would be appropriate for the County to
<br />retain the Jail and Sheriff Residence as they are until such time that a long -range plan can determine
<br />what the use of those buildings chould be, and if they could meet the needs for future growth of County
<br />government. In closing, Mr. Wieland stated that the Commission will not be making a decision today on
<br />the future of the Jail and Sheriff Residence, but he would welcome a plan to move it somewhere else
<br />rather than demolishing it.
<br />Upon the request of Mr. Mark Beardsley, President of Prime Time Entertainment, and upon approval of
<br />States Attorney Robert Hoy, Mrs. Stanton moved and Mr. Larson seconded that the Chairman be authorized to
<br />sign the Consent and Waiver form for cable television system at Riverview Place, Inc. On roll call vote,
<br />the motion carried unanimously.
<br />County Engineer Don Richards discussed three RC &D Critical Area Treatment projects on County Road 31
<br />and County Road 4 involving three of the County's water resource districts. He stated that the local
<br />share would be approximately $35,000, and he proposed a 50 -50 match by the County and the water resource
<br />districts. Mr. William Thompson and Mr. William Sinz, members of the Rush River Water Resource District
<br />Board, were present, and Mr. Thompson stated that his Board's concern is that the maintenance of the
<br />structure on County Road 4 be the County's obligation rather than the Rush River Water Resource District.
<br />Mr. Richards stated that the County will continue to maintain the structure along the highway right of
<br />way. Mrs. Stanton moved and Mr. Eckert seconded that Cass County agrees to pay 50% of the local share of
<br />the RC &D projects; North Cass, Southeast Cass and Rush River Water Resource Districts to pay the
<br />remaining 50% of the local share. On roll call vote, the motion carried unanimously.
