PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS

<br />Mr. Larson moved and Mr. Sondrall seconded to grant authorization for a special permit for the
<br />Holiday Inn -Fargo to serve alcoholic beverages at Bonanzaville, USA on the date of May 18, 1987, during
<br />the hours of 5:00 PM to 9:00 PM only; this being subject to the approval of the Board of Directors of
<br />Bonanzaville and receipt of a fee of $25.00 in accordance with Section 5 -02 -01.1 of the North Dakota
<br />Century Code. On roll call vote, the motion carried unanimously.
<br />Upon the recommendation of County Engineer Don Richards, Mr. Eckert moved and Mrs. Stanton seconded
<br />that the Chairman be authorized to sign the agreement for Construction and Maintenance and the Right of
<br />Way Certificate with the State Highway Department for Project #CBRS 0949(55), bridge replacement on
<br />County Road 17 between West Fargo and Harwood. Motion carried.
<br />Mrs. Stanton moved and Mr. Larson seconded to approve the agreement with the City of Fargo for 1987
<br />City Pothole and Road Repair funds in the amount of $253,640.00. On roll call vote, the motion carried
<br />unanimously.
<br />Mr. Larson moved and Mrs. Stanton seconded that the Chairman be authorized to sign County Deeds to
<br />the City of Fargo for the purchase of 73 lots from the 1986 Delinquent Tax Sale List, and to cancel the
<br />general taxes in the amount of $23,958.54. On roll call vote, the motion carried unanimously.
<br />The County Auditor reported that she is in the process of updating the list of inventories of County
<br />property for all County offices. Mrs. Stanton moved and Mr. Larson seconded that items- valued at
<br />approximately $200.00 or less not be listed on County's inventory. Motion carried.
<br />The Chairman declared a recess for a meeting of the Cass County Building Authority and upon
<br />reconvening, Mr. Larson moved and Mr. Eckert seconded to approve Building Authority action on payment of
<br />Disbursement Direction No. 22 in the amount of $159,145.29. On roll call vote, the motion carried
<br />unanimously.
<br />Mr. Larson moved and Mr. Sondrall seconded to approve Change Orders G -18 to T.F. Powers Construction
<br />Company in the amount of $1,034.00 and E -14 to Dakota Electric Construction in the amount of $730.00. On
<br />roll call vote, the motion carried unanimously.
<br />Mr. Sondrall moved and Mr. Larson seconded to approve partial payments to the following: #12 to
<br />T.F. Powers in the amount of $8,009.00; #17 to West Fargo Plumbing and Heating in the amount of
<br />$1,634.00; and #12 to Dakota Electric Construction in the amount of $5,261.60. On roll call vote, the
<br />motion carried unanimously.
<br />Mrs. Stanton moved and Mr. Larson seconded to approve payment of $5,325.95
<br />additional painting and restoration work_on the Courthouse remodeling project. On
<br />motion carried unanimously.
<br />Mr. Eckert moved and Mr. Larson seconded that the Commission accept the
<br />Door -Ware, Inc. in the amount of $878.00 for work on Courthouse interior doors. On
<br />motion carried unanimously.
<br />Mrs. Stanton moved and Mr. Sondrall seconded to authorize payment of
<br />photographing and enlarging a picture in the Courthouse dome area that was
<br />call vote, the motion carried unanimously.
<br />Mrs. Stanton moved and Mr. Larson seconded that Data Processing Manager
<br />out of state travel to St. Cloud, MN on March 31, 1987. On roll call

<br />Mrs. Stanton moved and Mr. Larson seconded that Administrative Assistant Scott Krueger be authorized
<br />out of state travel to St. Cloud, MN on March 31, 1987, with the Data Processing Manager. On roll call
<br />vote, the motion carried unanimously.
<br />Sheriff Don Rudnick reported that Cass County Department Heads are requesting that the east row of
<br />the Juvenile Detention Center parking lot be designated for their use, Cass County Social Services
<br />requested six additional reserved parking spots, and the County Extension Service requested eight
<br />additional parking spots. As members of a Parking Committee, Commissioners Eckert and Wieland stated
<br />that no additional parking would be reserved in the Juvenile Detention Center lot other than those
<br />approved last week. Parking stickers are now available from the County Sheriff's Department.
<br />The term of Jerry Kern on the Cass County Special Assessment Commission expires in April, 1987, and
<br />the Chairman suggested that anyone interested in the 'appointment should submit their name to a
<br />Commissioner.
<br />Mr. Larson moved and Mr. Eckert seconded that Cass County enter into a lease purchase agreement with
<br />Daugherty /Dawkins of Minneapolis, MN, for Road Department equipment for 36 months at $3,425.00 per month
<br />at the rate of 7.08% interest, subject to approval of the States Attorney; and that the bills from Krider
<br />Equipment Company and from Sweeney Brothers Tractor Company in the amount of $110,800.00 be paid from the
<br />State and Federal Reimbursed Fund. On roll call vote, the motion carried unanimously.
<br />Mr. Larson moved and Mrs. Stanton seconded to set the date of April 30, 1987 for an auction sale of
<br />obsolete County furnishings to be held at the Red River Valley Fairgrounds; and that Commissioner Eckert
<br />be authorized to make arrangements for the advertising, auctioneer and clerking. Motion carried.
