REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />MARCH 3, 1987 <br />Chairman Alon Wieland called the meeting to order with four <br />members present as follows: Oscar Sondrall, Don Eckert, Ray Larson <br />and Alon Wieland. Jeannette Stanton was absent. <br />Mr. Larson moved and Mr. Eckert seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br />Tracy Anderson from the Lake Agassiz Regional Council presented <br />the housing rehabilitation application for the Community Development <br />Block Grant Program. She stated that there are fourteen applications <br />in the amount of $117,000.00 throughout Cass County. The County's <br />payback requirement will remain the same as for 1986. The Chairman <br />announced that this is a public hearing. There were no comments from <br />the public or the Commissioners. Mr. Larson moved and Mr. Eckert <br />seconded that the Chairman be authorized to sign the necessary <br />documents for the North Dakota Community Development Block Grant <br />certification. Motion carried. <br />Sheriff Don Rudnick and a representative from the Motorola <br />Corporation were present regarding the proposal to purchase a radio <br />console for the Sheriff's Department. Mr. Larson suggested that the <br />Sheriff discuss the purchase of this type of equipment with the City <br />of Fargo Chief of Police, and report back to the Commission. Scott <br />Krueger stated that it was the intent of the Commission to purchase <br />the radio console through the Building Authority on a lease purchase <br />option along with equipment for the County Road Department, which <br />will be bid next Tuesday. <br />County Engineer Don Richards reported that it would cost <br />approximately $8,500 to install a low -water crossing in Everest <br />Township to replace a bridge over the Swan Creek. The County has <br />repaired the bridge three times in the last four years. Mr. Eckert <br />moved and Mr. Larson seconded to install a low -water crossing at this <br />site, subject to a written request from Everest Township and subject <br />to approval of the Maple River Water Resource District. Mr. Richards <br />suggested including that the County will not assume perpetual <br />maintenance. However, States Attorney Robert Hoy did not feel the <br />Commission could take such action. County policy states that <br />townships are only responsible for the first $100.00 of bridge or <br />culvert repairs, and Mr. Wieland suggested that Don Richards draft <br />a new policy for the Commission to present at a meeting of the Cass <br />County Township Officers. At the call for the question and upon roll <br />call vote, the motion carried with all members present voting "Aye". <br />A meeting was scheduled with the County Engineer at the County <br />Highway Shop on March 10, 1987 at 1:30 P.M. to review the proposed <br />1987 road program. <br />
