PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />Mr. Sondrall moved and Mr. Larson seconded that Lt. Arland Rasmussen be authorized out of state <br />travel on March 23 -25, 1987, to attend a quarterly meeting of the Mid -State Organized Crime Information <br />Center to be held in Excelsior Springs, Missouri. Motion carried. <br />The Chairman reported that Mr. Clark Knodle requested permission to contact County employees <br />concerning an HMO -type dental care program. Mr. Wieland advised him of the County's policy on contacting <br />employees. <br />Correspondence was received from the Sheriff's Department stating that they have received complaints <br />from the public about their telephone system. It appears there are not enough trunk lines, and <br />Administrative Assistant Scott Krueger stated that indications are that 3% of the day, someone could get <br />a busy signal when dialing a County office. He stated that the cost is about $65.00 per month for a <br />trunk. Mr. Sondrall asked about replacing the pay phones that were removed from the Courthouse hallways. <br />Mr. Krueger stated that there will be pay phones in the two alley entrances, and Mr. Wieland suggested a <br />third pay phone in the building. The correspondence from the Sheriff was referred to Mr. Krueger. <br />Correspondence from the Brown County States Attorney in Aberdeen, SD, regarding extraordinary <br />medical care for indigents, was referred to the County Social Services Director. <br />The Chairman suggested discussing replacement of County Court Reporter Janet Honek next week when <br />Mrs. Stanton will be present. The Chairman will not be present next week, but he stated that he feels <br />the County Court should operate with one Court Recorder and one Court Reporter, to be shared by both <br />County Judges. <br />Upon the request of the County's Maintenance Supervisor and Joseph Rosatti, Mr. Sondrall moved and <br />Mr. Larson seconded that Joseph Rosatti be authorized to work part -time in the Maintenance Department on <br />the basis of 9 days per month at the hourly rate of $5.59, for a total of $352.17 per month. On roll <br />call vote, the motion carried unanimously. <br />There was an item in the Suggestion Box on employee parking, and Mr. Wieland stated that a committee <br />has already decided that parking stickers will be issued for the Juvenile Center parking lot. A survey <br />was conducted on the need for parking in the lots on the Courthouse property, and this will need further <br />study. <br />Architect Richard Moorhead presented plans for signage throughout the Courthouse, and he has <br />explained the plan to department heads and received a positive response from them. Mr. Larson moved and <br />Mr. Eckert seconded to authorize Scott Krueger to work with the Architect to obtain cost proposals for <br />next Tuesday on the signage for the Courthouse. Motion carried. <br />The Chairman recessed for a meeting of the Cass County Building Authority and upon reconvening, <br />Mr. Larson moved and Mr. Eckert seconded to approve Building Authority action on Disbursement Direction <br />#21 in the amount of $143,261.95. The motion carried on roll call vote with all members present voting <br />"Aye" <br />Mr. Larson moved and Mr. Eckert seconded to approve Building Authority action on Change Order G-12 <br />to T.F. Powers Construction in the amount of $2,948.00; Change Order E -8 in the amount of $816.00, Change <br />Order E -9 in the amount of $3,665.00 and Change Order E -10 in the amount of $508.00 to Dakota Electric <br />Construction. The motion carried on roll call vote with all members present voting "Aye <br />Mr. Larson moved and Mr. <br />the amount of $6,116.00 for <br />members present voting "Aye <br />Mr. Larson moved and Mr. <br />the amount of $5,120.00 for <br />members present voting "Aye <br />Eckert seconded to approve Change Order G -16 to T.F. Powers Construction in <br />the Courthouse remodeling. The motion carried on roll call vote with all <br />Eckert seconded to approve Change Order G -17 to T.F. Powers Construction in <br />the Courthouse remodeling. The motion carried on roll call vote with all <br />Mr. Eckert moved and Mr. Larson seconded to reject Change Order E -13 to Dakota Electric <br />Construction, and refer it to Scott Krueger for review. The motion carried on roll call vote with all <br />members present voting "Aye <br />Mr. Larson moved and Mr. Eckert seconded to approve partial payment No. 11 to T.F. Powers <br />Construction in the amount of $31,184.00; No. 16 to West Fargo Plumbing Heating in the amount of <br />$1,675.65; and No. 11 to Dakota Electric Construction in the amount of $2,684.70.
