Wieland, Chairman <br />Cass County, North Dakota Cass County Board of Commissioners <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />MARCH 3, 1987 <br />APPROVED: <br />Glenn Ellingsberg, Disaster Emergency Manager, appeared before the Board with a proposal from the <br />Motorola Corporation in the amount of $74,586.00 for a radio console for the Sheriff's Department. <br />Mr. Larson moved and Mr. Eckert seconded to authorize the Chairman to sign the purchase agreement with <br />Motorola in the amount of $74,586.00 for a radio console. Mrs. Stanton suggested reviewing the project <br />and delaying the matter one week. The motion and second were withdrawn, and the matter was placed on the <br />agenda for next Tuesday. <br />Mrs. Stanton requested that a memo be sent to County Department Heads reminding them of the overtime <br />reporting requirement in Section 3.4 of the County's Policy Manual. <br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned. <br />Chairman Alon Wieland called the meeting to order with four members present as follows: Oscar <br />Sondrall, Don Eckert, Ray Larson and Alon Wieland. Jeannette Stanton was absent. <br />Mr. Larson moved and Mr. Eckert seconded that the minutes of the previous meeting be approved as <br />written. Motion carried.- <br />Tracy Anderson from the Lake Agassiz Regional Council presented the housing rehabilitation <br />application for the Community Development Block Grant Program. She stated that there are fourteen <br />applications in the amount of $117,000.00 throughout Cass County. The County's payback requirement will <br />remain the same as for 1986. The Chairman announced that this is a public hearing. There were no <br />comments from the public or the Commissioners. Mr. Larson moved and Mr. Eckert seconded that the <br />Chairman be authorized to sign the necessary documents for the North Dakota Community Development Block <br />Grant certification. Motion carried. <br />Sheriff Don Rudnick and a representative from the Motorola Corporation were present regarding the <br />proposal to purchase a radio console for the Sheriff's Department. Mr. Larson suggested that the Sheriff <br />discuss the purchase of this type of equipment with the City of Fargo Chief of Police, and report back to <br />the Commission. Scott Krueger stated that it was the intent_of the Commission to purchase the radio <br />console through the Building Authority on a lease purchase option along with equipment for the County <br />Road Department, which will be bid next Tuesday. <br />County Engineer Don Richards reported that it would cost approximately $8,500 to install a low -water <br />crossing in Everest Township to replace a bridge over the Swan Creek. The County has repaired the bridge <br />three times in the last four years. Mr. Eckert moved and Mr. Larson seconded to install a low -water <br />crossing at this site, subject to a written request from Everest Township and subject to approval of the <br />Maple River Water Resource District. Mr. Richards suggested including that the County will not assume <br />perpetual maintenance. However, States Attorney Robert Hoy did not feel the Commission could take such <br />action. County policy states that townships are only responsible for the first $100.00 of bridge or <br />culvert repairs, and Mr. Wieland suggested that Don Richards draft a new policy for the Commission to <br />present at a meeting of the Cass County Township Officers. At the call for the question and upon roll <br />call vote, the motion carried with all members present voting "Aye <br />A meeting was scheduled with the County Engineer at the County Highway Shop on March 10, 1987 at <br />1:30 P.M. to review the proposed 1987 road program. <br />Mr. Eckert moved and Mr. Larson seconded that the Commission send a letter, as in the past, to the <br />North Dakota Highway Patrol District Office thanking them and requesting their assistance again in the <br />enforcement of County road restrictions. Motion carried. <br />Mr. Larson moved and Mr. Sondrall seconded that Vouchers No. 72,337 through No. 73,200 be approved <br />and ordered paid. On roll call vote, the motion carried unanimously. <br />Mr. Eckert moved and Mr. Larson seconded that the Chairman be authorized to sign the County Deed to <br />Wallace C. and Ramona Tabor for Lots 15 and 16, Block 14, North of Track, City of Buffalo. On roll call <br />vote, the motion carried unanimously. <br />Mr. Larson moved and Mr. Eckert seconded that the Chairman be authorized to sign two County Deeds to <br />the City of Amenia for Lots 3 and the north one -half of 4, Block 2 and Lot 2, Block 6, Original Addition <br />to the City of Amenia; and to cancel the taxes in the amount of $779.39. On roll call vote, the motion <br />carried unanimously. <br />The Commission received reports on overtime from several departments, and the Chairman suggested <br />referring them to Commissioner Stanton. <br />
