Mr. Wieland <br />reported that the County Salary Review Committee recommended that <br />the operator who began working full -time in December should be <br />classified in Pay Grade 8, but that the County Commission make the <br />determination on the request for an increase in the hourly rate. <br />Mr. Wieland stated that the Commission has not granted any salary <br />increases for employees so far this year, and he recommended that <br />this be delayed. Mr. Eckert moved and Mr. Sondrall seconded that <br />the part -time equipment operator be raised to Pay Grade 8 on the County <br />pay scale at a salary of $7.40 per hour, this being retroactive to <br />the time he began full -time employment in December, 1986. On roll <br />call vote, the motion carried unanimously. <br />Diana Huseby, Community Development Planner for the <br />Fargo- Moorhead Metropolitan Council of Governments, appeared before <br />the Board to seek approval of the 1987 Metropolitan Mosquito Abatement <br />Program. Commissioners received a draft copy of the plan, and she <br />explained that page 20 illustrates the extended costs to Cass County <br />to participate in the mosquito control program. She requested that <br />Cass County add $650.00 to cover the cost of publicity, advertisements <br />through local media and a mosquito control brochure to be distributed <br />in Cass County. Mr. Sondrall moved and Mrs. Stanton seconded that <br />Cass County support this program in the amount of $650.00 to be paid <br />from the Contingency Fund. The motion carried on roll call vote with <br />four members voting "Aye Mr. Eckert opposing. <br />Mr. Wieland reported that the County' s Personnel Policy Committee <br />held a meeting to discuss proposed policy changes. The Personnel <br />Policy Manual states that the County Commission has the authority <br />to change policies not specifically set out in law but a fifteen day <br />notice of proposed changes is to be posted for employee comments and <br />suggestions. The committee discussed a proposed policy change on <br />smoking in County buildings. Mr. Wieland suggested designating one <br />area in the Juvenile Justice Center, one area in the County Shop, <br />and two areas in the County Courthouse perhaps one room in the south <br />wing one room in the north wing. Mrs. Stanton moved and Mr. Larson <br />seconded that effective February 9, 1987, Section 2.9 of the Personnel <br />Policy Manual on smoking be amended as follows: "Smoking in all County <br />buildings is permitted only in areas designated by the Commission <br />Motion carried unanimously. Mrs. Stanton will request the Commission <br />to consider a total ban on smoking in six months. <br />Mrs. Stanton moved and Mr. Larson seconded that County Social <br />Services be authorized to hire staff replacement for an Eligibility <br />Specialist I, who has resigned. On roll call vote, the motion carried <br />unanimously. <br />
