REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br />NOVEMBER 18, 1986 <br />Chairman Alon Wieland called the meeting to order with all members <br />present at follows: Jeannette Stanton, Don Eckert, Oscar Sondrall, <br />Ray Larson and Alon Wieland. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br />Mr. Howard Barlow from Lutheran Social Services thanked the <br />Commission for the amount they allocated in the 1987 County Budget <br />to assist with the operation of the Island Park Activity Center. <br />He stated that they would appreciate any further support the County <br />can give to assist with a deficit, which they feel will reach $50,000 <br />at the end of 1986. The Commission suggested that Mr. Barlow appear <br />before the County Social Services Board next week, and the matter <br />will be discussed again by the County Commission in two weeks. Mr. <br />Eckert suggested that Chairman Wieland contact the North Dakota Human <br />Services Department about providing funding. <br />Discussion was held with County Engineer Don Richards and Ordean <br />Jacobson from the Soil Conversation Service on road projects located <br />on County Road 31 in Sections 23 and 26, Harwood Township; Section <br />14, Wiser Township; and along County Road 4 in Section 3, Empire <br />Township. Total cost of the projects is approximately $157,505. <br />The majority of the cost will be paid by Federal and State funds with <br />the local share being $33, 160; this to be divided among the Cass County <br />Soil Conversation Service, the Cass County Commission and the <br />Southeast Cass, Rush River, and North Cass Water Resource Districts. <br />Mr. Sondrall moved and Mr. Larson seconded that the Chairman be <br />authorized to sign the planning agreement with the Soil Conservation <br />Service for the above road projects. On roll call vote, the motion <br />carried unanimously. <br />Upon the recommendation of County Engineer Don Richards, Mrs. <br />Stanton moved and Mr. Larson seconded to approve the rail crossing <br />protection proposal for upgrading existing automatic signals on County <br />Road 10 east of Wheatland, County Road 4 at Argusville, County Road <br />26 at Gardner and County Road 15 at Grandin, the County's cost being <br />10% of the actual cost at each location; with the one at Grandin being <br />shared equally with Traill County. Mr. Eckert asked what the <br />upgrading consists of, since the automatic signals at these locations <br />have not been installed for very long. The Chairman stated that the <br />County Board can still discuss the projects and costs with the <br />Burlington Northern Railroad Company after granting approval. At <br />the call for the question and on roll call vote, the motion carried <br />with four members voting "Aye Mr. Eckert opposing. <br />Mr. Sondrall moved and Mr. Larson seconded to approve payments <br />from the City Pothole and Street Repair Fund to the cities of Arthur, <br />Leonard, Casselton, Hunter, Riverside, Davenport and Alice, as <br />recommended by County Engineer Don Richards.
