PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />..,..r.. <br />Correspondence was received from Victor Knudson, former member of the County Planning Commission, <br />stating that he would be willing to serve on the advisory board. Mr. Eckert reported that Dayton Byram <br />indicated that he is also willing to serve on the advisory board. A letter of resignation was received <br />from Joseph Moore, III. Mrs. Stanton moved and Mr. Eckert seconded to accept the resignation of <br />Mr. Moore with regrets, and request him to serve on the advisory board; and that the number of members on <br />the advisory board be changed from three to four. Motion carried. <br />Mr. Larson moved and Mrs. Stanton seconded that the terms of Don Hanson and Carl Elofson on the <br />County Planning Commission be for the unexpired terms of Dayton Byram and Joseph Moore, III, ending <br />January 1, 1988. Motion carried. Mrs. Stanton suggested that the County Planner schedule an orientation <br />meeting for new members. <br />Mrs. Stanton moved and Mr. Eckert seconded that the terms of the County Planning Commission's <br />advisory board expire January 1, 1988; at which time the appointments would be for one -year terms. <br />Motion carried. <br />The Commissioners discussed a list of proposed resolutions, prepared by Administrative Assistant <br />Scott Krueger, for the North Dakota County Commissioners Convention. Mrs. Stanton moved and Mr. Eckert <br />seconded that Cass County submit 10 resolutions to the Resolutions Committee and to the North Dakota <br />Association of Counties Executive Director. Motion carried. <br />A recommendation was received from the Gass County Salary Review Committee, dated August 22, 1986, <br />on requests by County Auditor Ordelle Brua for three salary changes in her office due to an employee <br />resigning and not being replaced. The Salary Review Committee felt that the request for a change in the <br />Chief Clerk's salary is a merit increase and should be done at budget time or at such time that the <br />Commission allows for merit increases. Mr. Eckert moved and Mrs. Stanton seconded that the <br />recommendation of the Salary Review Committee be adopted in relation to the Computer Clerk being raised <br />from Pay Grade 2 to Pay Grade 3 at a salary of $1,002.00 per month effective September 1, 1986; and that <br />the Clerk's position be raised from Pay Grade 2 to Pay Grade 3 at a salary of $1,079.00 per month <br />effective September 1, 1986. On roll call vote, the motion carried unanimously. Mr. Eckert questioned <br />whether there will be additional requests for merit raises at budget time, and Mr. Wieland felt there <br />would be. The Commissioners were in agreement to consider merit increases at budget time. <br />Mr. Larson moved and Mrs. Stanton seconded to approve the computer hardware request for proposal <br />procedures, as outlined by Data Processing Manager Richard Offutt. On roll call vote, the motion carried <br />unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded to accept the proposal of Peter Geron to clean and polish <br />all of the marble in the Cass County Courthouse at a cost of $1,400.00. On roll call vote, the motion <br />carried unanimously. <br />Mr. Eckert moved and Mr. Sondrall seconded that the Administrative Assistant be authorized to create <br />a change order for additional cabinet work in the County Treasurer's Office at an estimated cost of <br />$1,109.00. On roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Eckert seconded to approve payment of $3,690.00 to T.F. Powers <br />Construction Company for installation of cabinets in the District Court law library. On roll call vote, <br />the motion carried unanimously. <br />Scott Krueger reported that he has had requests to purchase surplus County property, and he asked <br />how the Commission wishes to handle the disposal of items which have been replaced by the Courthouse <br />remodeling. Mr. Eckert suggested offering it to other departments first, and Mr. Wieland suggested <br />selling the remainder by public auction. <br />Mr. Larson moved and Mrs. Stanton seconded to approve the Application for Raffle Permit for the <br />Kindred Future Homemakers of America on the date of October 27, 1986, at the Kindred High School. On <br />roll call vote, the motion carried unanimously. <br />Correspondence was received from the Cass County Housing Authority informing the Board of a vacancy <br />due to the passing of Mr. Bert Thompson; and submitting the name of Bill Grieve of Buffalo to fill the <br />unexpired term. The Commission asked the States Attorney to investigate whether the Housing Authority <br />Board should consist of members from the County Commissioner Districts, and the matter was placed on the <br />agenda for next week. <br />Mr. Larson moved and Mr. Eckert seconded to appoint Oscar Sondrall to represent the Cass County <br />Commission at the North Dakota State Fair Association annual meeting on November 10, 1986, in Bismarck, <br />ND. Motion carried. <br />On motion by Mr. Larson and seconded by Mrs. Stanton, the meeting was adjourned. <br />CASS COUNTY BOARD OF COMMISSIONERS <br />SEPTEMBER 9, 1986 <br />A meeting of the Cass County Board of Commissioners was held at 2:00 P.M. with the following members <br />present: Jeannette Stanton, Don Eckert, Alon Wieland, Oscar Sondrall and Ray Larson.
