REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />FEBRUARY 11, 1986 <br />Chairman Alon Wieland called the meeting to order with four <br />members present, Ray Larson being absent. <br />Mrs. Stanton moved and Mr. Eckert seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br />Commissioner Sondrall reported that he discussed the Courthouse <br />cleaning contract with Donald Halmrast of Professional Window and <br />Cleaning, Inc., because of a complaint the Commission received last <br />week from District Court. Mr. Halmrast was present to re- affirm his <br />commitment to doing a good job at a reasonable cost. He stated that <br />he had no previous warning that there was a problem on the third floor, <br />but he intends to correct it He felt the Commission needs to decide <br />if they would want the cleaning service to spend additional time <br />because of the remodeling at the Courthouse. Mr. Sondrall suggested <br />that Mr. Halmrast report back to the Commission in two weeks with <br />an estimate on the cost of additional work due to the construction. <br />A hearing was held at 9:30 A.M. on the Fargo- Moorhead Metropolitan <br />Area Highway Plan Update. Mr. Rick Lane from the Metropolitan Council <br />of Governments submitted cost estimates of four alternatives to <br />improve access to the West Acres area and resolution of traffic <br />congestion on 13th Avenue South. Mr. Wieland stated that Jay <br />Schmallen of the Fargo Chamber of Commerce Street and Highway Safety <br />Committee would like to address the County Commission next week on <br />these cost alternatives. <br />A hearing was held at 10:00 A.M. on the Application for Abatement <br />and Settlement of Taxes submitted by Alice L. Petty. Upon the <br />recommendation of the County Director of Tax Equalization, Mrs. <br />Stanton moved and Mr. Sondrall seconded that the abatement be approved <br />as submitted. On roll call vote, the motion carried unanimously. <br />A hearing was held at 10:00 A.M. on the Application for Abatement <br />and Settlement of Taxes submitted by Michael and Marlene Krabbenhoft. <br />Mr. Sondrall moved and Mrs. Stanton seconded that the abatement be <br />denied as recommended by the County Director of Tax Equalization. <br />On roll call vote, the motion carried unanimously. <br />The Commission received a proposal from Phillip Thompson, <br />Chairman of the Arts Department at Augsburg College in Minneapolis, <br />to restore the art work in the Courthouse rotunda at a cost of <br />$8,000.00. Mr. Wieland stated that the North Dakota Council of the <br />Arts examined the proposal by Mr. Thompson, and they highly recommend <br />accepting his proposal. Mrs. Stanton moved and Mr. Sondrall seconded <br />to hire Phillip Thompson for the art work restoration in the Cass <br />County Courthouse rotunda area, the States Attorney and architect <br />to draft a contract. On roll call vote, the motion carried <br />unanimously. <br />
