Discussion was held on completion of 1986 employee salaries. Mrs. Stanton moved and Mr. Larson seconded to approve Social Services salaries as presented in the print -out dated February 3, 1986, using the County's percent plus $30.00 plan, with the following exceptions: no 3% adjustments will be allowed; no $10.00 adjustments will be allowed; adjustments to bring salaries to State minimums caused by grade changes and the raise in the State scale shall become effective July 1, 1986; and probationary 3% increases are to be discontinued. On roll call vote, the motion carried unanimously. Mr. Larson moved and Mrs. Stanton seconded to adopt the 1986 Road Department salary plan as shown on the print -out dated January 21, 1986. On roll call vote, the motion carried unanimously. Regarding salaries of County Court Reporters, Mr. Larson suggested purchasing two court recording machines and to contract on a bid basis for any court reporting services that are necessary; and that the County not employ any Court Reporters. The Chairman suggested that the Commission discuss only the salaries of Court Reporters at this time, and that Mr. Larson prepare a proposal in two weeks on a change in court reporting. Mr. Larson moved and Mrs. Stanton seconded that the two County Court Reporters not be granted any salary increases at this time. On roll call vote, the motion carried unanimously. Mrs. Stanton moved that Florence Bauer in the States Attorney's Office be granted a $30.00 per month salary increase. Mr. Eckert seconded the motion for discussion. Mr. Larson stated that he feels the County has a good salary plan and should-not make an individual change here. At the call for the question, the motion failed with two members voting "Aye Mr. Larson, Mr. Wieland and Mr. Eckert opposing. Mr. Larson moved and Mr. Eckert seconded to adopt the 1986 Sheriff's Department salaries as shown on the print -out dated January 21, 1986. The motion carried on roll call vote with four members voting "Aye and Mrs. Stanton opposing for the reason that she believes there are some people here also who should receive a $30.00 per month increase. Correspondence was received from County Court Judge Cynthia Rothe concerning the Mental Health Public Defender contract for 1986. Upon her recommendation, Mrs. Stanton moved and Mr. Larson seconded to approve the contract with the Ottmar Law Firm of Jamestown at $300.00 per month commencing January 1, 1986 through December 31, 1986. On roll Call vote, the motion carried unanimously. Mr. Larson moved and Mrs. Stanton seconded to approve the portfolio assignments and department liaison for 1986 as prepared by the Chairman. Motion carried. Mr. Larson moved and Mr. Eckert seconded to receive and file the following Officer's Reports for January, 1986: Motion carried unanimousTy. Clerk of Court County Court Register of Deeds Sheriff Veterans Service Officer and Mr. Sondrall seconded to approve the Application for Raffle Permit for the the date of April 5, 1986, at the Kindred School. On roll call vote, the motion 5,675.00 $20,331.91 $14,206.00 5,696.49 Mr. Larson moved and Mrs. Stanton seconded to receive and file two Indemnity Bonds on Lost Instrument for Virginia McMorrow and for Sherrie Tank, and authorize the County Auditor to issue duplicate checks. On roll call vote, the motion carried unanimously. Correspondence was received from the States Attorney addressed to Scott Krueger, Administrative Assistant, regarding Trollwood Park property. A deed was enclosed conveying the County's interest in the property to the Fargo Park District, and also enclosed was an agreement regarding placement of fences and signs for Cemeteries #1 and #2 and pertaining to the perpetual care of the cemeteries. Mrs. Stanton moved and Mr. Sondrall seconded that the Chairman be authorized to sign the agreement between the County of Cass and the Park District of the City of Fargo, dated February 11, 1986, and to sign the deed to the Fargo Park District dated February 11, 1986. On roll call vote, the motion carried unanimously. Mr. Sondrall moved and Mrs. Stanton seconded to receive and file the semi annual reports of the Rush River, Southeast Cass, North Cass and Maple River Water Resource Districts. Motion carried. A complaint was received from the District Court on the cleaning services in the Courthouse. The matter was referred to Commissioner Sondrall for a recommendation at the next meeting. Mr. Larson moved and Mrs. Stanton seconded to receive and file the letter from the Attorney General stating that the required funding has been received for operating the gaming computer cross check system. Motion carried. Correspondence was received from Albin Olson of Fargo regarding property taxes. Copies will be given to each Commissioner, and a response will be discussed next week.
