REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />OCTOBER 22, 1985 <br />Chairman Ray Larson called the meeting to order with four members <br />present, Jeannette Stanton being absent. <br />Mr. Eckert moved and Mr. Sondrall seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br />The Cass County Weed Control Board received two bids for <br />constructing a building on the County Road Department property. Wayne <br />Colberg, County Weed Control Officer, stated that they favor a metal <br />building and have adequate funds for this year to build the physical <br />structure. Mr. Eckert suggested that the States Attorney draw up <br />a written agreement for the placement of the building and stating <br />that if the Weed Control Board should discontinue the use of the <br />building, it will revert back to the County Road Department. <br />Mr. Eckert moved and Mr. Sondrall seconded that the Cass County <br />Commission agrees that the Weed Control Board build a metal structure <br />on the County property at the Road Department at a cost not to exceed <br />$19,000.00 for the rough structure. On roll call vote, the motion <br />carried unanimously. <br />Mr. Dan Martinsen gave an update on the County's group health <br />insurance plan. He stated that the 1985 claims will be about the <br />same as the previous year's, and he estimated that the County will <br />have a surplus of $100,000.00 in the special insurance account at <br />the end of 1985. He introduced Mr. Bob Kostka, who is working for <br />him in the Fargo office. <br />Mr. Wieland moved and Mr. Sondrall seconded to renew the contract <br />for group health insurance consultant services with Dan Martinsen <br />at $3,000.00 for the year 1985 -1986, as requested by Dan Martinsen. <br />On roll call vote, the motion carried unanimously. <br />Mr. Adam Boschee, Kindred Public School Superintendent, appeared <br />before the Board to express concerns over the condition of County <br />Road 15 and he had several questions on bridge weight restrictions, <br />which were answered by County Engineer Don Richards. Mr. Eckert <br />stated that the Road Repair and Improvement Advisory Committee has <br />not announced plans for the immediate future, but he is aware that <br />County Road 15 is long overdue for being repaired. In closing, Mr. <br />Boschee presented a letter from Altha Johnson concerning the <br />windshield of her son's car being smashed by a chunk of asphalt which <br />was hurled through the air from a pick -up which he met while traveling <br />on County Road 15. Mr. Wieland stated that the Commission is aware <br />that there are some 300 miles of County roads in need of repair, and <br />it will be a matter of establishing priorities before the work <br />commences. <br />Upon the request of Sheriff Don Rudnick, Mr. Eckert moved and <br />Mr. Sondrall seconded that the Sheriff be allowed to hire two <br />additional full -time employees and one additional part -time employee, <br />
