He stated that the <br />1985 claims will be about the same as the previous year's, and he estimated that the County will have a <br />surplus of $100,000.00 in the special insurance account at the end of 1985. He introduced Mr. Bob <br />Kostka, who is working for him in the Fargo office. <br />Mr. Wieland moved and Mr. Sondrall seconded to renew the contract for group health insurance <br />consultant services with Dan Martinsen at $3,000.00 for the year 1985 -1986, as requested by Dan <br />Martinsen. On roll call vote, the motion carried unanimously. <br />Mr. Adam Boschee, Kindred Public School Superintendent, appeared before the Board to express <br />concerns over the condition of County Road 15 and he had several questions on bridge weight restrictions, <br />which were answered by County Engineer Don Richards. Mr. Eckert stated that the Road Repair and <br />Improvement Advisory Committee has not announced plans for the immediate future, but he is aware that <br />County Road 15 is long overdue for being repaired. In closing, Mr. Boschee presented a letter from Altha <br />Johnson concerning the windshield of her son's car being smashed by a chunk of asphalt which was hurled <br />through the air from a pick -up which he met while traveling on County Road 15. Mr. Wieland stated that <br />the Commission is aware that there are some 300 miles of County roads in need of repair, and it will be a <br />matter of establishing priorities before the work commences. <br />Upon the request of Sheriff Don Rudnick, Mr. Eckert moved and Mr. Sondrall seconded that the <br />Sheriff be allowed to hire two additional full -time employees and one additional part -time employee, <br />effective Janaury 1, 1986. On roll call vote, the motion carried unanimously. <br />Mr. Eckert moved and Mr. Wieland seconded that the Disaster Emergency Services be under the <br />supervision of the Sheriff's Department, effective January 1, 1986. On roll call vote, the motion <br />carried unanimously. Mr. Wieland suggested a periodic report on how much time is spent on Disaster <br />Emergency Services related items. Mr. Sondrall asked if this would be jeopardizing the County's Federal <br />and State reimbursements, but Sheriff Rudnick stated that several Sheriffs' throughout the State are <br />doing this. <br />Mr. Eckert moved -and Mr. Sondrall seconded that the Chairman be authorized to sign the utility <br />permit with George Grindberg and R &R Construction to place drain tile in the County Road 4 ditch from <br />Drain 56 west. On roll call vote, the motion carried unanimously. <br />The County Engineer reported that a bridge between Sections 19 -30, Reed Township, was closed due to <br />its poor condition, and he feels it is beyond repair. <br />Information was received from the States Attorney on definitions of executive, administrative and <br />professional personnel who are exempt from the overtime pay requirements of the Fair Labor Standards Act. <br />Mr. Hoy suggested that the Salary Review Committee look at which County employees would be exempt, <br />except for the Social Services department at this time. <br />Mr. Wieland moved and Mr. Eckert seconded to accept and file the 1984 State Audit Report of Cass <br />County. On roll call vote, the motion carried unanimously. <br />Scott Krueger, Administrative Assistant, discussed membership on a county cemetery authority, and <br />he stated that Veterans Service Officer John Meyer deals with military burials and could perhaps serve as <br />sexton for the Springvale Cemetery, with the County Auditor being the secretary. In the absence of <br />Commissioner Stanton, an item will be placed on the agenda next week for appointment of a cemetery <br />authority. <br />Mr. Eckert moved and Mr. Sondrall seconded that Melody Jensen, Assistant States Attorney, be <br />authorized to attend a seminar in Duluth, Minnesota, on October 31 through November 1, 1985. On roll <br />call vote, the motion carried unanimously. <br />Correspondence was received from the Lake Agassiz Regional Council giving a deadline of November 8, <br />1985, for making application for fiscal year 1986 Community Development Block Grant funds. <br />Mr. Wieland moved and Mr. Eckert seconded to receive and file the 1984 -1985 Annual Report of the <br />Min-Dak Health Systems Agency, Inc. and the 1984 Annual Report of the North Dakota Housing Finance <br />Agency. Motion carried. <br />Committee Reports were given. <br />On motion by Mr. Sondrall and seconded by Mr. Wieland, the meeting was adjourned. <br />
