Don Richards, County Engineer, reported on informal bids received <br />for cemetery surveys. Mr. Wieland moved and Mrs. Stanton seconded <br />to authorize Lambert Vogel to proceed with the survey as requested <br />on the Springvale Cemetery at a cost of $550.00 and that Moore <br />Engineering be hired to survey Cemetery #1 and Cemetery #2 at Trollwood <br />at a cost of $864.00; and that they be requested to place the corners <br />in concrete cylinders. On roll call vote, the motion carried <br />unanimously. Mr. Richards will notify the surveyors of the Board's <br />action. <br />Regarding the proposed Agreement for Joint Exercise of Powers <br />with Respect to the Disposal of Solid Waste, the Commission was in <br />agreement that they would like to continue to participate in solid <br />waste discussions but are not interested in participating in a joint <br />powers agreement at this time. <br />Mr. Wieland moved and Mrs. Stanton seconded to enter into a <br />written contract with the City of Fargo Park District for them to <br />install corner fences on Trollwood Cemetery #1 and an interpretive <br />sign giving some history of the cemetery and County Poor Farm; for <br />the Fargo Park District to install a fence around Trollwood Cemetery <br />#2 and interpretive sign giving some history of the cemetery and County <br />Poor Farm; for the Fargo Park District to install an addition to the <br />sign on former Cemetery #3 stating where it was relocated and where <br />the records can be viewed; and that Cass County deed the former Cemetery <br />#3 at Trollwood to the Fargo Park District; the total cost to Cass <br />County not to exceed $600.00 according to an agreement reached at <br />a meeting between the Administrative Assistant and the Fargo Park <br />District on October 11, 1985. On roll call vote, the motion carried <br />unanimously. <br />Scott Krueger reported that some of the parking spaces in the <br />Courthouse south lot were terminated October 14th due to parking of <br />construction vehicles for contractors of the south wing. The entire <br />lot will be utilized by the contractors effective October 21, 1985. <br />The Juvenile Justice Center parking lot was re- striped to increase <br />the number of parking spaces. <br />A response was received from the States Attorney on the suggested <br />option to allow County employees to work four 10 -hour days as their <br />regular work week. He stated that unless the County has a separate <br />personnel policy or labor contract authorizing overtime for work in <br />excess of eight hours in any one day, the four 10 -hour days could <br />constitute a valid 40 hour work week which would not be subject to <br />the overtime pay requirements of the Fair Labor Standards Act. <br />The Commission reviewed the list of lands forfeited to the County <br />for unpaid taxes. Mr. Wieland moved and Mrs. Stanton seconded to <br />appraise the property at the total amount of five years delinquent <br />taxes as shown on the 1985 Tax Sale List, and to re- appraise the <br />properties not sold at the previous year's sale at 20 On roll call <br />vote, the motion carried unanimously. <br />
