REGULAR MEETING OF CASS COUNTY COMMISSIONERS <br />JUNE 4, 1985 <br />The meeting was called to order by Vice Chairman Alon Wieland <br />and four members were present, Ray Larson being absent. <br />Mrs. Stanton moved and Mr. Eckert seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br />The Board convened as the County Board of Tax Equalization. <br />Clarence Miller, County Director of Tax Equalization, presented <br />recommendations to equalize the assessments for 1985. Present was <br />Mapleton Auditor Thomas Posey, Leonard Mayor John Heuer, Riverside <br />Auditor Lois Cusick and Fargo City Assessor, Floyd Buerkley. <br />The first order of business was the equalization of cities. <br />Clarence Miller recommended changes in all assessments for the City <br />of Leonard because they reduced their assessments by 25% across the <br />entire city. Mr. Miller stated that some of the older homes may be <br />over assessed at this time, and John Heuer was in agreement. <br />Upon the recommendation of Clarence Miller, Mrs. Stanton moved <br />and Mr. Sondrall seconded to increase all assessments in the City <br />of Leonard to the 1984 values, an increase of 33.3% and to order a <br />reassessment of all property in Leonard for 1985 to be completed by <br />October 1, 1985. Upon discussion, Mr. Eckert questioned ordering <br />a reassessment at this time, and Mr. Miller stated that the City of <br />Leonard could do the reassessing at their 1986 local equalization <br />meeting but he would still recommend the 33.3% increase for 1985. <br />At the call for the question and upon roll call vote, the motion carried <br />with all members present voting "Aye <br />The second order of business was the equalization of townships. <br />No one was present to protest their assessment. Upon the <br />recommendation of Clarence Miller, Mr. Sondrall moved and Mrs. Stanton <br />seconded to increase all agricultural assessments in Clifton, Raymond <br />and Rich Townships by 4.2% and in Warren Township by 5.2%. Upon roll <br />call vote, the motion carried with all members present voting "Aye". <br />Upon the recommendation of Clarence Miller, Mrs. Stanton moved <br />and Mr. Eckert seconded to reduce all agricultural land assessments <br />in the entire County by 14% for 1985. Upon roll call vote, the motion <br />carried with all members present voting "Aye <br />On motion by Mrs. Stanton and seconded by Mr. Sondrall, the Vice <br />Chairman declared the County Board of Tax Equalization adjourned for <br />1985. <br />The Board convened as the County Board of Commissioners. <br />A letter was received from Robert Hoy, States Attorney, on the <br />Board's question last week whether the County would have to advertise <br />for bids for consultants to develop a new County budget format.
