REGULAR MEETING OF CASS COUNTY COMMISSIONERS JUNE 4, 1985 The meeting was called to order by Vice Chairman Alon Wieland and four members were present, Ray Larson being absent. Mrs. Stanton moved and Mr. Eckert seconded that the minutes of the previous meeting be approved as written. Motion carried. The Board convened as the County Board of Tax Equalization. Clarence Miller, County Director of Tax Equalization, presented recommendations to equalize the assessments for 1985. Present was Mapleton Auditor Thomas Posey, Leonard Mayor John Heuer, Riverside Auditor Lois Cusick and Fargo City Assessor, Floyd Buerkley. The first order of business was the equalization of cities. Clarence Miller recommended changes in all assessments for the City of Leonard because they reduced their assessments by 25% across the entire city. Mr. Miller stated that some of the older homes may be over assessed at this time, and John Heuer was in agreement. Upon the recommendation of Clarence Miller, Mrs. Stanton moved and Mr. Sondrall seconded to increase all assessments in the City of Leonard to the 1984 values, an increase of 33.3% and to order a reassessment of all property in Leonard for 1985 to be completed by October 1, 1985. Upon discussion, Mr. Eckert questioned ordering a reassessment at this time, and Mr. Miller stated that the City of Leonard could do the reassessing at their 1986 local equalization meeting but he would still recommend the 33.3% increase for 1985. At the call for the question and upon roll call vote, the motion carried with all members present voting "Aye The second order of business was the equalization of townships. No one was present to protest their assessment. Upon the recommendation of Clarence Miller, Mr. Sondrall moved and Mrs. Stanton seconded to increase all agricultural assessments in Clifton, Raymond and Rich Townships by 4.2% and in Warren Township by 5.2%. Upon roll call vote, the motion carried with all members present voting "Aye". Upon the recommendation of Clarence Miller, Mrs. Stanton moved and Mr. Eckert seconded to reduce all agricultural land assessments in the entire County by 14% for 1985. Upon roll call vote, the motion carried with all members present voting "Aye On motion by Mrs. Stanton and seconded by Mr. Sondrall, the Vice Chairman declared the County Board of Tax Equalization adjourned for 1985. The Board convened as the County Board of Commissioners. A letter was received from Robert Hoy, States Attorney, on the Board's question last week whether the County would have to advertise for bids for consultants to develop a new County budget format. Due
