<br />Commission Minutes--September 3, 2002 2500 <br /> <br />Mr. Wagner suggested disbanding the transition team since the majority of their duties in <br />..... planning the new jaii are compieted, and it is anticipated the inmates will be moved to the <br />new facility at an undisciosed time this weekend. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Meyer seconded that the jail transition team <br />revert back to their regular assignments effective September 9, 2002. On <br />roll call vote, the motion carried unanimously. Commissioners were in <br />agreement with the chairman to send letters of appreciation to the seven <br />members of the Jail transition team and to the building contractors. <br /> <br />18. JAIL MATERIALS, Storaae of reiected partitions <br />Bonnie Johnson said a Moorhead church showed some interest in acquiring custom-cut <br />toilet partitions, which were rejected by the county on the jail project. However, the church <br />officiais are no longer interested because they cannot get the hardware and hanging <br />devices to install them. Ms. Johnson has received Infonmation that there may be another <br />interested party and asked the commission how they wanted to handle the situation. She <br />said some of the partitions were cut up for use by the county as shelving in storage areas. <br />Commissioners were in agreement to stofe the remaining partitions for future use in any <br />county buildings. <br /> <br />,... <br /> <br />19. FARGO HISTORIC PRESERVATION COMMISSION, Proposed Historic Overlay District <br />Mr. Montplaisir provided copies of a notice of public hearing before the Fargo Historic <br />Preservation Commission at 8:00 AM on September 10, 2002, for a proposed Historic <br />Overlay District, which would include the county parking lot to the east of the courthouse. <br />He said Cass County government would first have to obtain approval from the Historic <br />Preservation Commission before they couid make any changes to the parking lot or <br />construct any buildings on that biock if this proposed district is approved. Bonnie Johnson <br />said the Historic Preservation Commission would need to give preliminary approval, which <br />would result in a Certificate of Appropriateness being forwarded to the Fargo Pianning <br />Commission and the Fargo City Commission for public hearings and final action. <br /> <br />Mr. Wagner was concemed about the proposed Historic Overlay District, as he beiieves the <br />elected county commissioners should have authority, within reason, to decide the use of <br />county property. He said a 7 -member citizen panel should not control the county's destiny. <br /> <br />Mr. Wieiand said the county commissioners have been good stewards of county property, <br />including the east parking iot and how it was developed after the county acquired the <br />property when a fire destroyed the church that was located there. He said he views this as <br />an attempt to intercede with what the county is trying to do with the old jail. <br />MOTION, passed <br />Mrs. Sorum moved and Mrs. Schneider seconded to authorize Mike <br />Montplaisirl Bonnie Johnson and Scott Wagner to prepare testimony and <br />present it at the public hearing before the Fargo Historic Preservation <br />Commission on September 10, 2002, at Fargo City Hall. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Schneider seconded to approve Vouchers No. <br />167,623 through No. 168,037. On roll call vote, the motion carried <br />unanimously. <br />
