<br />Commission Minutes--September 3, 2002 2499 <br /> <br />Mrs. Schneider said the situation in Reed Township is now considered flood mitigation, even <br />,-. though it began as an access problem due to the condition of the bridge at this location. <br />She tends to favor using avaiiable money for the greenway project, she said. <br /> <br />One of the Reed Township property owners, Vicki Brodsho, was present and said <br />purchasing the two homes north of West Fargo would be the start of a long-term fix to the <br />problems in that area. Mr. Berndt said a study of the slide area was done by the Moore <br />Engineering Company at the request of Irv Rustad, Lake Agassiz Regional Councii; and the <br />results were sent to state and federal emergency management officials. <br /> <br />,... <br /> <br />Mr. Berndt said it is up to the commission to decide whether they prefer to apply the funds to <br />furthering the contiguous greenway plan or to purchase the properties discussed today. He <br />is unaware of any other funding sources for the Reed and Stanley Township properties. <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Sorum seconded to authorize the acquisition <br />of two Reed Township homes and one Stanley Township home <br />experiencing riverbank failures. Cass County will offer 85% of appraised <br />value with the owners assuming the 15% local match. Discussion: Mr. <br />Wieland believes the Reed Township bridge was weakened by flooding <br />over the years and he supports the buy-out at 85%, however, he would <br />like more time to review the Stanley Township property acquisition. <br />AMENDED MOTION, passed <br />Mr. Meyer moved and Mrs. Sorum seconded to amend the previous <br />motion to delay the purchase of the Stanley Township home until the <br />Board can review the situation further and determine the remaining <br />program dollars. Further discussion: Mr. Wagner said he is sympathetic <br />to all of the property owners, however, he does not believe the Reed <br />Township bridge closing eliminated access to the property. At the call <br />for the question on the amended motion, the motion carried with three <br />members voting "Aye," Mr. Wagner and Mrs. Schneider opposing. At the <br />call for the question on the main motion, the motion carried with three <br />members voting "Aye," Mr. Wagner and Mrs. Schneider opposing. <br /> <br />17. <br /> <br />JAIL TRANSITION TEAM, Update by Sheriff's OepartmentlTransition Team reassillned <br />Michele Boucher, Sheriffs Department, said staff training is complete except for three <br />people in Master Control, who are finishing this week. She is preparing the transportation <br />scheduie for inmate court appearances. Ms. Boucher and members of the Commission <br />discussed the Jail Dedication held on August 28 and the VIP Overnight held on August 29, <br />2002. Both events were very successfuL Bonnie Johnson, County Coordinator/Jail Project <br />Coordinator, said 105 people participated in the overnight event. <br /> <br />Mr. Wieland and County Auditor Michael Montplaisir welcomed approximately 1,100 citizens <br />who participated in the jaii public tours on Saturday, August 31st. There were many positive <br />comments from the public about the facility and the correctional officers who conducted the <br />tours on Saturday. Mr. Wieland asked Ms. Boucher to pass that along to the stafl. <br /> <br />-- <br /> <br />Mr. Wieiand said the jail transition team, consisting of members Wait Wiilis, Micheie <br />Boucher, Carios Perez, Keliy Perez, Linda Skogen, Bonnie Johnson and Mike Montplaisir <br />are to be commended for the work they have done over the past 1 Y, to 2 years to ensure <br />the new jail is a safe and humane facility for staff, inmates and the community. <br />
