On roli
call vote, the motion carried unanimously.

16.

FLOOD BUYOUTS, Acauisitlon of additional homes in Reed Township
Keith Berndt, County Engineer, was present to discuss three options for additionai home
acquisitions subject to riverbank erosion in Reed and Stanley Townships. A totai of
$380,000 is available using the remaining 1997 Hazard Mitigation Structural Grant Funds
and program income. He estimated the county would be about $55,000 short of being able
to complete the purchase of two properties in Reed Township and one in Stanley Township
north of Horace at 85% of the appraised amount. However, he does expect some additional
program income from the sale of other homes that have been removed from the floodplain.
If the Board does not purchase any of these homes, Mr. Berndt said the money could be
spent on the acquisition of vacant land south of Fargo to further the county's greenway plan.

Mr. Wagner expressed concern that the problem for the two homes north of West Fargo in
Reed Township started out as an access problem because of a bridge issue, and he is
reluctant to authorize purchasing the homes for that reason. He also had some concerns
about acquiring the home north of Horace in Stanley Township before considering other
alternatives.
