"- <br /> <br />, Steve Grindberg, County Road Superintendent, reported on the letter received <br />ilast week from Wilfred Marshall of Wheatland regarding the County Road 5 grading project. <br />lMr. Grindberg felt he could work out the problem between Mr. Marshall and the Houston <br />iEngineering Company, who did the design on the project. <br /> <br />Concerning meeting at the County Road Department this afternoon on the 5-year road <br />!construction program, Mrs. Wold suggested delaying such a meeting until Mr. Hendrickson <br />iis able to attend. Mr. Grindberg then reported on the snow removal problem they are having <br />ion County Road 34 because the road is very low and needs to be upgraded, and Mr. Satrom <br />!suggested that the four Commissioners meet with Mr. Grindberg this afternoon to tour <br />isome of the roads in the County which need attention. <br />I <br /> <br />, Upon the recommendation of the County Road Superintendent, Mrs. Wold moved and <br />iMr. Sondrall seconded that the County accept all bids for yearly Road Department <br />!supplies, with the exception of the bid from the Butler MachinerY"Company for grader blades, <br />IWhiCh they requested to have rejected. Motion carried. <br /> <br />LEAA i The Auditor was asked to refer a copy of a letter from the Lake Agassiz Regional <br />ICouncil regarding L.E.A.A. grants to the Sheriff and to the Juvenile Supervisor. <br />I <br /> <br />! Information was received from the National District Attorneys Association regarding <br />ia seminar in Chicago for states attorneys, and Mrs. Stanton felt it would be good <br />for Cass County's States Attorney to attend. <br /> <br />Mrs. Stanton moved and Mr. Sondrall seconded that the Indemnity Bond on Lost Instrument <br />for Deborah Kelly be received and filed and that the Auditor be authorized to issue <br />a duplicate check. Motion carried. <br /> <br />Mrs. Stanton moved and Mr. Sondrall seconded that Duane Hoehn, County Auditor, <br />be named as the liaison between the United States Bureau of the Census and Cass County <br />as pertains to the' 1980 Federal Census. Motion carried. <br /> <br />Committee reports were given. <br /> <br />Mr. Sondrall moved and Mrs. Wold seconded that Mr. Hendrickson and Mrs. Stanton <br />represent the County Board at future Airport Authority meetings. Motion carried. <br /> <br />The Fargo bridge issue was again discussed. Nineteen letters were received <br />and several were read at the meeting from concerned citizens regarding the <br />County Commission's discussion of February 14th to request the Fargo City Commission <br />to consider placing the bridge issue on the Fargo school election ballot in April. <br />Bob Koshnick and other members of CORP (Citizens Organized for Residential Protection) <br />were present and stated that they have asked many times for a vote of the people <br />but have not been acknowledged by the Fargo City Commission. <br /> <br />Mention was made of the petitions received from Mr. Lowell Siebels requesting the <br />Board of County Commissioners not to commit or release any monies for the construction <br />of new bridges within the City of Fargo until an advisory vote of the citizens of <br />Cass County has been taken. However', it was pointed out that this question will be <br />resolved by the Court whether the County is responsible for turning monies over to the <br />City of Fargo for the construction of bridges. <br /> <br />Mrs. Stanton again moved that the Cass County Commission suggest to the Fargo <br />City Commission that they consider placing the bridge issue on the school election ballot <br />in April, mainly for the purpose of letting the people of Fargo decide on the location <br />of new bridges. Mr. Sondrall seconded the motion for discussion and stated that he still <br />would like an answer on why they do not proceed with the First Avenue North bridge <br />rather than tying it in with the 12th Avenue North bridge which is very controversial. <br />After further discussion, the motion and second were withdrawn because it was felt <br />that the City Commission would get the message on the issue. <br /> <br />Co. Judge auth. County Court Judge Michael McGuire again discussed appointing a Small Claims Court <br />to appt. Small i Referee and holding an evening court session. The County Auditor stated that the County <br />Claims Ct. Refer'I.. has CETA funds which could be utilized by County Court. Mrs. Wold moved and <br />and to hold Mrs. Stanton, seconded that Judge MCGui~e's req~est for a Small Claims Court Referee <br />evening court . and for evenlng court be granted. 'I <br />for office space <br />project I <br /> <br />I <br />I <br />i <br /> <br />Concerning an audit of the County Court records, the County Auditor will contact <br />the State Auditor's Office to see when they could send someone to Cass County <br />to audit County Court. <br /> <br />Elected officials and other department heads in the Courthouse appeared before the <br />Board to discuss additional office space needs and their relation to other County offices <br />within the Courthouse. It was the general opinion of the officials that in order for <br />the County government to operate efficiently and to best serve the public, that an addition <br />should be built on the Courthouse rather than going to another site. <br /> <br />Mrs. Stanton moved and Mrs. Wold seconded that the County hire the architectural firm <br />of Clark, Holman and Moorhead, Ltd. of Fargo for the office space project. The motion <br />carried with Mr. Sondrall opposing. <br />
