H. Blumer !Highway Dept. <br />Construction for the bridge over the Maple River near Alice in the amount of $79,162.00, jfor bridge near <br />the County's share being 20%. Motion carried. IAlice <br />, <br />I <br /> <br />On motion by Mrs. Wold and seconded by Mrs. Stanton, the meeting was adjourned. <br /> <br />ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS <br /> <br />FEBRUARY 28, 1979 <br /> <br />Chairman Satrom called the meeting to order and four members were present, <br />,Mr. Hendrickson being absent. <br /> <br />Mrs. Stanton moved and Mrs. Wold seconded that the minutes of the previous meeting <br />be approved as written. Motion carried. <br /> <br />Discussion was held on the weekly legislative report from the executive secretary <br />of the North Dakota Association of Counties. <br /> <br />The Board decided not to meet on Tuesday next week since it is the first day "in <br />Court on the Fargo bridge issue, but the Board will meet at 9:15 A.M. on Wednesday, <br />March 7th. <br /> <br />Upon the request of Roger Paulsberg from the County Jail, Mrs. Wold moved and <br />Mrs. Stanton seconded that the Chairman be authorized to sign the grant application <br />for continuation of the Work Release Coordinator at a cost to Cass County of 25% <br />,or $4,314.00. Motion carried. <br /> <br />Mrs. Wold moved and Mrs. Stanton seconded that the Application for a Gambling Permit <br />for the Wheatland Rod & Gun Club be granted for March 31, 1979, at the Wheatland School Gym. <br />Motion carried. <br /> <br />Architects Clark, Holmen & Moorhead appeared before the Board for preliminary <br />discussion on the County's project of providing additional office space. The Auditor <br />stated that he has information on projected square footages from the variou~department <br />heads, and the architects will be contacting the Auditor for information. <br /> <br />Tom Jentz from the Lake Agassiz Regional Council presented the Cass County Land Use <br />Plan. He stated that development is being demanded in the rural areas, and the County <br />needs to be sure that these developments will not become a burden to their township <br />or the County. The Land Use Plan recommends that a planning coordinator be hired <br />by the County to implement the Land Use Plan. However, it was suggested that this plan <br />should first be adopted by the County Planning Commission since they serve in an advisory <br />capacity to the County Commission. Mrs. Stanton stated that perhaps the County Commission <br />should review the membership on the County Planning Commission because they have not been <br />able to get a quorum for the past 2 months and have not been able to conduct any business. <br />The Land Use Plan has been discussed by the Planning Commission and it was recommended for <br />approval after 2 additional meetings have been held but there has not been a quorum since. <br />After further discussion, it was suggested that the Land Use Plan be placed on the next <br />regular Planning Commission agenda, which would be March 14th, and that it be placed <br />on the County Commission agenda for the same day. <br /> <br />Sheriff Don Rudnick presented an annual report of his department. Upon his request, <br />Mrs. Wold moved and Mrs. Stanton seconded that the Sheriff be authorized to advertise <br />for bids for 4 new automobiles.
