I Mrs. Wold moved and Mrs. Stanton seconded that the above bids be referred to the County Road Department for tabulation and recommendation next Wednesday. Motion carried. - Mrs. Stanton moved and Mr. Sondrall seconded that the Board approve the application tor a gambling permit for the Chaffee-Embden Softball Team for March 19, 1979. Motion carried. Discussion was held on the County selecting an architect for the County's office space problems. Mrs. Stanton moved and Mr. Sondrall seconded that the Board delay decision of an architect for one week and that all elected officials and other department heads in the Courthouse be asked to appear before the Board next Wednesday at 11:00 A.M. to discuss their ideas on what would be the most feasible site for additional office space. Motion carried. Mr. Sondrall moved and Mrs. Stanton seconded that the copy of a letter from Wilfred Marshall regarding drainage on the County Road 5 project be referred to the County Road Superintendent. Motion carried. Mrs. Stanton moved and Mrs. Wold seconded that the Board receive and file the copy of a letter from the Southeast Cass Water Management District to the State Water Commission informing them of the contract for clearing and snagging the Wild Rice River within Cass County. Motion carried. A letter was received from the State Highway Department concerning the bridge letting in Bismarck at 10:00 A.M. on February 16th. Mr. Satrom will be present to sign the documents on behalf of Cass County. Mrs. Stanton opened discussion on the Fargo bridge situation. She felt that the Fargo City Commission is remiss in not asking the citizens of Fargo for a vote on the issue. Mrs. Stanton moved that the Cass County Board of Commissioners request the Fargo City Commission to consider placing the bridge- issue on the school election ballot in April. Mr. Sondrall seconded the motion for discussion. However, Mr. Satrom felt that the County should not take action at this time due to the law suit in which the County and City are involved. The motion and second were-withdrawn at this time. Lowell Siebels asked the status of the petitions which he filed asking the Board of County Commissioners not to commit or release any funds for the construction of bridges in the City of Fargo until an advisory vote of the citizens of Cass County has been taken. The Board asked that these petitions be brought back to the Commission meeting next Wednesday. County Court Judge Michael McGuire appeared before the Board to request authority to appoint a part-time Small Claims Court Referee and to request permission to start an evening court session with this part-time referee. The Commissioners will review the information provided by Judge McGuire and the matter was placed on the agenda for next Wednesday for a decision. Concerning Judge McGuire's request for an audit of the County Court records, Mr. Sondrall moved and Mrs. Stanton seconded that the Judge discuss this matter with County Auditor and if they decide on an audit, that it be done by the State Auditor's ,Motion carried. Mr. Sondrall moved and Mrs. Stanton seconded that Steve Grindberg, County Road Superintendent, be given a salary of $1,750.00 per month. Motion carried. On motion by Mrs. Stanton and seconded by Mr. Sondrall, the meeting was adjourned. ADJOURNED MEETING OF CASS COUNTY COMMISSIONERS FEBRUARY 21, 1979 Chairman Satrom called the meeting to order and four members were present, Mr. Hendrickson being absent. Mrs. Stanton moved and Mrs. Wold seconded that the minutes of the previous meeting ,be approved as written. Motion carried. Discussion was again held on repairs to the Sheriff's Residence. Mr. Sondrall moved and Mrs. Stanton seconded that vinyl wallpaper be hung on the downstairs walls, the hallway to the upstairs and the bathroom upstairs; and that the bedroom walls be painted and the ~eilings taped and textured.
