<br />Commission Minutes--July 1, 2002 2464 <br /> <br />is bringing up. He suggested that Mr. Iwen talk to the tax director in his <br />r- office after the board votes on the issue before them today. At the call for <br />the question and on roll call vote, the motion carried unanimously. <br /> <br />24. INFORMATION SERVICES, TechnologV plan review with NDACo <br />Mark Johnson, Executive Director of the North Dakota Association of Counties, (NDACo) <br />was present along with staff members Mike Abel, Terry Schmaltz and Joe Kramer to give an <br />overview of the Information Technology Assessment completed by Mr. Schmaltz for Cass <br />County Government. <br /> <br />Numerous recommendations were made In the 35-page detailed report, including upgrading <br />individual workstations to alleviate the problems associated with employees' computers <br />locking up periodically, upgrading software licensing agreements (at a potential savings of <br />approximately $90,000 if completed by July 31, 2002), network issues and data security, and <br />replacement of the County's AS-400 in fiscal year 2003, with consideration being given to <br />leasing or financing it over several years. Total project estimated costs to date are $260,783 <br />in fiscal year 2002 and $640,239 in fiscal year 2003. County Auditor Michael Montplaisir said <br />unanticipated reserves from 2001 would pay for Implementation of 2002 recommendations. <br /> <br />Mr. Schmaltz said the July 2002 Cass County Technology Assessment is not meant to be a <br />final report. He said it Is imperative that the Cass County Commission adopt a technology <br />policy that provides an annual update to this plan and the means for integrating the plan into <br />the budget cycle. <br /> <br />.-. <br /> <br />Mr. Wieland said Cass County has spent a lot of money on technology over the years <br />because they know it is important. He appreciates the amount of work done on this study <br />review by the NDACo and receiving the new recommendations for improvements. <br />MOTION, passed <br />Mr. Meyer moved and Mr. Wagner seconded to approve the following <br />actions: On roll call vote, the motion carried unanimously. <br /> <br />,... <br /> <br />1) Accept the Information Technology Assessment as prepared by the <br />North Dakota Association of Counties and commend the association for <br />their efforts in preparing the assessment and in assisting Cass County <br />over the past few months with technology issues; <br />2) Expand the county's technology committee by one person to include <br />the Social Service Director, Kathy Hogan, or staff member of her choice; <br />3) Direct the technology committee to immediately consider and begin <br />Implementing recommendations contained in the Information Technology <br />Assessment including completing the software licensing upgrades for the <br />workstations by July 31, 2002, drafting a request for proposals on the <br />workstation hardware purchase and installation to be completed in FY <br />2002, and drafting a request for proposals on AS400 replacement for FY <br />2003; <br />4) Direct the County Auditor to recommend necessary budget revisions <br />for the FY 2002 implementation costs at the September 3, 2002 <br />commission meeting, with the funding to come from reserves carried over <br />from 2001. <br />
