<br />Commission Minutes--July 1, 2002 2462 <br /> <br />The agreement before the board today proposes that the county will be responsible for <br />,-. paying the 20% local match, which Mr. Berndt estimated at $200,000.00, for asphalt or <br />concrete surfacing in the future. Mr. Wieland said it was his understanding that If the road is <br />paved in the future, the cost would be special assessed against the property. Mr. Wagner <br />said he recalied from last fali's Road Advisory Committee meeting that the elevator cannot <br />own roads so the liability would belong to the county but the costs would paid by the elevator. <br /> <br />Representatives of the Leonard Elevator and the Leonard Township Board were present. <br />Clark Holzworth, representing the Leonard Elevator as General Manager of Dakota Vision <br />LLC, addressed the board and talked about the number of employees they plan to hire for the <br />elevator expansion project and the positive economic impact on the area. <br /> <br />Mr. Holzworth said that if financing for the future paving Is the Commission's only concem, <br />the elevator may be strong enough, say 10 years from now, to pave it on their own; and he <br />will take the commission's concerns to a meeting that is scheduled to begin after he returns <br />from today's county commission meeting. <br /> <br />,-. <br /> <br />Mr. Wieiand suggested approving the request to add the road to the county highway system <br />subject to the State's Attorney and County Engineer drafting language in the proposed <br />Leonard Elevator Access Road Construction and Maintenance Agreement, whereby Cass <br />County will not be responslbie for the cost of paving. Mrs. Schneider said she prefers to <br />delay any action until Mr. Holzworth has an opportunity to relate the county's wishes to his <br />committee this evening. Mr. Holzworth said Jensen Brothers is beginning to move some dirt <br />now and getting ready to begin the work, and he believes his group will be agreeable to <br />covering the cost of the paving in the future. Mrs. Sorum also favored not taking any action <br />on the request today. Mr. Meyer said he favors the project for Its economic development <br />impact. <br /> <br />Mr. Wieland felt there was some consensus for affirming the request but that it was not <br />unanimous to bring it to a vote today, and he suggested placing it on the next meeting <br />agenda. Mr. Wagner asked Mr. Holzworth to discuss language revisions to the construction <br />and maintenance agreement with Mr. Bemdt and Mr. Burdick before the next meeting. <br />MOTION, passed <br />Mrs. Schneider moved and Mrs. Sorum seconded to delay action on the <br />Leonard Elevator access road until the July 22nd meeting, and that the <br />parties involved draft a new document based on today's discussion to be <br />submitted by July 12th so Commissioners have an opportunity to review it <br />prior to the next meeting. Motion carried. <br /> <br />21. HIGHWAY DEPARTMENT, Refer Hill Township bridoe petition to Road Advisory <br />Mr. Bemdt provided some background information on a bridge petition submitted by the Hill <br />Township Board of Supervisors for a crossing over the Maple River at Sections 11 and 14. <br />MOTION, passed <br />Mr. Meyer moved and Mr. Wagner seconded to refer the Hill Township <br />bridge petition to the Road Advisory Committee, whose next meeting Is <br />scheduled for July 22nd. Motion carried. <br /> <br />...... <br />
