UNITED STATES MARSHALS SERVICE, Cooperative aareement
United States Marshal, Brian C. Berg, appeared before the board to present a "mock" check
in the amount of $250,000 from the Federal Government to the Cass County Commission
and Sheriff Don Rudnick, who was also present, as the result of a Cooperative Agreement
Program (CAP). Under the agreement, Cass County guarantees 10 bed spaces per day for
federal prisoners for the next 20 years. In addition, the United States Marshals Service will
pay a daily per diem rate as prisoners are housed in the county facility.

Mr. Berg said it would be cost-prohibitive for the Marshals Service to build small facilities in
all of the federal court locations, so it is appreciated when counties cooperate for the
efficiency and safety of government functions. He said this is the third such location in
North Dakota.

Mr. Berg also presented a certificate of appreciation to Sheriff Donald Rudnick for the
outstanding cooperation and constant working relationship the two agencies have shared.
On behalf of the board, Mr. Wieland expressed appreciation for the cooperative agreement
and said public officials can do a better job when governments work together.

EXTENSION SERVICE, Friendship award to Commissioner Wieland
Brad Cogdill, Cass County Extension Service, and Dr. Sharon Anderson, NDSU Extension
Service, were present to give a "Friend of Extension" award to Alon Wieland, Cass County
Commissioner, for his assistance and dedication to extension programs.
INFORMATION SERVICES, NDACo Memorandum of Understandina
Michael Montplaisir, County Auditor, explained a proposal from the North Dakota
Association of Counties (NDACo), which he requested, for the installation of more than 40
computers in the new jail facility. He said the computers need to be installed within a two-
week time period, after the office furniture is installed, about June 15th, and before extensive
training begins in the facility, approximately July 1st. He requested the proposal from the
NDACo as an alternate way of getting this service done in a timely manner, considering the
current staffing level of the Information Services Department.

Mike Abel and Terry Schmaltz were present from the North Dakota Association of Counties,
as well as Adam Sherbrooke, Cass County Information Services. Mr. Montplaisir said the
NDACo would dedicate the number of staff needed to complete the tasks within the required
time period, and county personnel would prepare and install the server equipment that will
be needed.
