PART W(b) ~- PROGRAM PROGRESS

Does this application reflect a change in the program [] Yes
budget, objectives, or activities? '] No

If yes, describe the changes and the factors that suggest change was needed:

What are the plans for continuation of the project beyond the requested time period to be covered by JJDP
Act funds?

Youthworks, has submitted a companion proposal to the Children's Services Coordinating Committee,
providing match and offsetting revenue for the Unruly Diversion Program. Youthworks will also pursue
state-wide fimding for diversion services. United Way of Cass-Clay is currently revising its funding strategy
making at-risk youth a high priority and providing Youthworks with the opportunity to seek funding for
unruly diversion. A diversion program operated by Youthworks in Region VII has received decreasing
funding from its CSCC for the previous three years. In 2003 more than 60% of the CSCC funding has be
replaced with funding from the community partners- the court, counties and recently the Standing Rock Sioux
tribal government.

Youthworks' programs for at-risk adolescents are financially supported by a wide range of stakeholders.
Twelve separate contracts are currently providing $340,000 for Youthworks programs focused on at-risk
youth including youth referred by the court and child welfare. This funding complements the unruly
diversion program providing supporting services. Stakeholders providing funding include the Cass County
Juvenile Crime Enforcement Coalition (JAIBG grant/anger management & M_AB), the Juvenile Court (KEYS
& diversion match), the schools, the RSCSCC (at-risk youth), United Way (family counseling), and contracts
with the state and Federal government. The diversion programs operated by Youthworks are considered
model programs and the Court and Juvenile Services would like to see the programs funded on an ongoing
basis. They have been instrumental in providing funding for diversion, and matching funding, for various
complimentary service components such as Turnabout (alter-school supervision and tutoring), family
counseling, MAB (for shopliflers), and KEYS (at-risk youth). Federal funding via the Runaway and
Homeless Youth Act provides stable funding for unruly youth who have mn away from home or are
contemplating running away.
