PART V ~ PROGRAM PLAN <br /> <br />Is the applicant's delinquency prevention program plan a [] Yes <br />component of a regional or tribal CSCC Plan? ~/ No <br /> <br />If yes, explain how the proposed project fits into the CSCC Plan's priorities. If no, explain the relationship to <br />the CSCC Plan and/or if the CSCC group is aware of the proposed project. <br />The Region V Plan does not include delinquency in its plan. This Cass Country Delinquency Prevention Plan is <br />developed as an interim plan and it is the intent of the Prevention Policy Board to seek the CSCC's support. It is <br />important to note that the CSCC plan relies heavily on America's Promise-The Alliance for Youth. This strategy <br />is focused on increasing essential resources young people need for building health, fulfilling and productive lives. <br />America's Promise is somewhat similar to the Communities That Care model regarding protective factors. The <br />essential resources are somewhat analogous to the protective factors. The five resources include: <br /> <br />Mentor- <br />Protect- <br />Nurture <br />Prepare <br />Serve <br /> <br />An ongoing relationship with a caring adult mentor, tutor, or coach <br />Safe places and structured activities during non-school hours <br />A healthy start <br />A marketable skill through effective education <br />An opportunity to give back through community service <br /> <br />The CSCC developed five goals and objective for Region V <br /> <br />1) That all children are cared for and nurtured <br />2) That all children are safe physically and emotionally <br />3) That all children have a healthy start and a health future <br />4) That all children have an effective education <br />5) That all children contribute to the community through service and positive behaviors <br /> <br />All of the delinquency prevention programs identified in the Cass County Delinquency Prevention Plan could fit <br />into the Region V CSCC plan. The interim plan is seeking Title V funding for a single project that was initially <br />funded by JAIBG as part of a larger project focused on at-risk youth. It is important to note that "diversion' <br />was recognized by the CSCC as a major project and co-funded by the CSCC. Therefore, while the Cass <br />County Delinquency Prevention Plan is not recognized at this time by the CSCC, they have recognized the <br />project and co-funded the project, portions ofthe JAIBG "at-risk" project awarded to Youthworks have now <br />been funded by the Juvenile Court or continued with JAIBG funding. The revised diversion program focusing on <br />the unruly at-risk of placement is the only unfunded segment of the interim plan. A proposal to the CSCC for <br />continuation of the diversion program with its focus on the unruly at-risk of placement has been submitted and <br />awaits action. It would provide a portion of the funding required along with the Title V request. <br />The Unruly Diversion Project is attached for consideration as a Title V project. <br /> <br /> <br />
