<br />Commission Minutes-May 2, 2005 2895 <br /> <br />standards; 5) County will be the contracting agency on the construction contract; 6) County <br />reserves the right to turn the route back to the city after five years and the city agrees to <br />accept ownership of the route at that time; and 7) City indemnifies the county from all suits <br />and claims related to the truck route in a hold harmless clause in the maintenance <br />agreement. Mr. Berndt also recommends contributing $20,000 in county funds toward the <br />project. <br /> <br />Two City of Kindred representatives were present, and Mayor Bob Clarke said Mr. Berndt's <br />recommendation and stipulations will be presented at a meeting of the Kindred City Council <br />this evening. Mr. Clarke believes the City of Kindred will be agreeable to the conditions. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Wagner seconded to direct the County <br />Engineer to work with the City of Kindred and take the necessary steps <br />to add the Kindred truck route to the County Federal Aid System, subject <br />to meeting conditions 1-7, as listed above. Cass County will contribute <br />$20,000 in county funds toward the project. On roll call vote, the motion <br />carried unanimously. <br /> <br />17. VECTOR CONTROL FACILITY, Financina recommendation <br />County Auditor Michael Montplaisir said the Vector Control Building Committee met last <br />week and recommends that the county finance the project using a capital lease program. <br />He provided a schedule showing the potential lease payments and cost in mills to both the <br />Vector Control Board and the County Highway Department. Of the estimated project cost of <br />$1,000,000, the committee proposes paying $100,000 from current funds in the vector and <br />highway department budgets and finance $900,000 through a lease. <br /> <br />If the board approves the building committee recommendation today, language relative to <br />the capital lease will be included in the amended vector building ordinance, scheduled for <br />second reading and adoption on May 16, 2005. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Bennett seconded to approve obtaining a <br />capital lease for $900,000 for the construction of an addition to the <br />County Highway Shop and for a chemical storage building on the County <br />Highway Department grounds. Discussion: The board discussed the <br />county's authority for financing the vector facility. Any lease would be <br />provided to Mr. Burdick for his review before it is signed. On roll call <br />vote, the motion carried with four members voting "Aye" and Mrs. Sorum <br />opposing. <br /> <br />18. FOREST RIVER/ORCHARD GLEN BOW HUNTING, No change in county policy <br />As chairman of the bow hunting subcommittee, Mr. Wagner said he and Commissioner <br />Pawluk met with the Stanley Township Board of Supervisors on April 12, 2005, at which <br />time the township reaffirmed their decision of March 8, 2005, to deny bow hunting privileges <br />on property owned by Stanley Township in the Forest River Subdivision. Without the 17 <br />acres owned by Stanley Township, Mr. Wagner said it would be too restrictive and not <br />feasible for the county to allow hunting on the county-owned lots in Forest River. <br />
