10.

--

,,--

Commission Minutes--December 3, 2001 2389

JAIL TRANSITION TEAM, Schedule adiustment: iob trailer
Mr. Wieland said the transition team schedule has been revised, due to a 12-week delay in the
jail construction. Sheriff Don Rudnick was present and provided copies of a revised Cass
County Transition Action Plan sent electronically by the consultant, James A. Rowenhorst. In
a letter to the Commissioners dated November 29, 2001, Sheriff Rudnick said the transition
team will begin their "down time" after January 11, 2002, and will be reactivated on or about
February 25,2002. During this time, he said the team will be reassigned to various duties within
the Sheriffs Department, with the exception of one team member, Walt Willis, who will remain
on site during this period in order to stay informed on transition and construction activities. Also,
he said some members of the transition team will take a two-week vacation during this time.

Mr. Wieland said one area to be discussed is the hiring of new staff. He said the Transition
Action Plan shows the hiring being done by the transition team, however, this had not been a
part of the transition team duties approved by the board up to this point. Sheriff Rudnick
explained the hiring procedure that will be used for hiring the large number of staff at the new
jail. The group will include two field staff, two jail staff and one other person selected by the jail
administrator. He said the transition team will be assisting in the area of background
investigations on potential new employees, which is something the department sees more of a
need to do than they have in the past.

In a memo to Commissioners from Chairman Meyer, an attached photograph of the new jail
shows a source of temporary power at the site, which Mr. Wagner inquired about at this time.
Bonnie Johnson, Jail Project Coordinator, said the electrician on the job would like to terminate
the temporary power at the site and the jail trailer is the last source needing it. All of the other
job trailers have been removed from the site. Mr. Wieland said he does not see a need for the
job trailer when the transition team begins their "down time."
MOTION, passed
Mr. Wieland moved and Mrs. Schneider seconded to adjust the
transition team schedule and create a block of "down time" from
January 12 to February 25,2002. Discussion: Mrs. Schneider asked
if the Commission needs to allow flexibility in the dates. Mr. Wieland
said the dates are specific in the Transition Action Plan, and the
transition team can come back to the board if an adjustment is
needed. On roll call vote, the motion carried unanimously.

MOTION, passed
Mr. Wieland moved and Mr. Wagner seconded to remove the Cass
County Jail project trailer from the jail site and return it to the vendor
as of January 12, 2002. Discussion: Sheriff Rudnick said this should
not cause any problems as long as one employee, Mr. Willis or his
representative, can move into one office in the new jail. Mrs. Johnson
said the administrative area is scheduled for completion by the end
of December and should be ready for Mr. Willis to occupy at that time.
On roll call vote, motion carried unanimously.

-- 11. JAIL CHANGE ORDER, Addition of eve wash stations
Mrs. Johnson received a change order for the addition of five swing-activated eye and eye/face
wash units in the new jail.
