On roll call vote, the motion carried unanimously. <br /> <br />SHERIFF'S DEPARTMENT, Authorized to donateloffer for sale old radio eauiDment <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Schneider seconded to authorize the <br />Sheriff to donate old radio equipment to emergency response <br />agencies within Cass County and for sale to other agencies outside <br />of Cass County. On roll call vote, the motion carried unanimously. <br /> <br />8. <br /> <br />CONTRACT APPROVAL, ThvssenKruDD Elevator: Hiah Plains Technoloav <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Schneider seconded to approve the <br />following contracts submitted by respective department head, subject <br />to state's attorney approval and authorize the chairman to sign: <br />ThyssenKrupp Elevator for elevator maintenance for five passenger <br />elevators in the Cass County Courthouse, Jail and Annex; and High <br />Plains Technology revised contract for computer services/software <br />agreement to provide hosting services for the North Dakota Recorders <br />Information Network (NDRIN). On roll call vote, the motion carried <br />unanimously. <br /> <br />FARGO CASS COUNTY ECONOMIC DEVELOPMENT CORPORATION, Policv revisions <br />Bill Pietsch, Interim President of the Fargo Cass County Economic Development Corporation <br />(FCCEDC), was present concerning his letter of November 9, 2001, enclosing policy revisions <br />to assure a higher level of oversight by the FCCEDC Executive Committee on reimbursement <br />expenses. The Cass County Commission approved an allocation of $175,000 in the 2002 <br />county budget to FCCEDC for administrative expenses, contingent upon the implementation of <br />new policies and procedures on reimbursement expenses. <br /> <br />Commission members thanked Mr. Pietsch for attending today's meeting and for the work his <br />organization has done recently to improve management practices. Mrs. Schneider asked if the <br />revised policies and procedures were part of a recommendation from the auditing firm of Eide <br />Bailly, and if there are other recommendations that were made but not included in the policy <br />changes. Mr. Pietsch said the audit firm was consulted to provide input, and FCCEDC did not <br />omit anyoftheir recommendations, however, the auditfirm did not necessarily rewrite the policy. <br /> <br />Mr. Wagner suggested one change to the policy draft submitted by Mr. Pietsch. Paragraph #4 <br />refers to copies of the check register being provided to each member of the executive committee <br />for review (orto an appointed subcommittee), and Mr. Wagner suggested thatthe subcommittee <br />consist of at least three members. Other Commissioners were in agreement with his idea. <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Schneider seconded to approve the <br />Fargo Cass County Economic Development Corporation's policy <br />revisions for cash disbursements, with the inclusion of the <br />appointment of at least a three-member subcommittee to review the <br />monthly check register in paragraph #4, as presented by Bill Pietsch, <br />Interim President. On roll call vote, the motion carried unanimously. <br />
