<br />--- <br /> <br />11. <br /> <br />12. <br /> <br />- <br /> <br />Commission Minutes--October 1, 2001 2362 <br /> <br />MOT/ON, passed <br />Mr. Wieland moved and Mr. Wagner seconded to direct the County <br />Engineer to begin the planning and design of the short-range <br />improvements in conjunction with the City of Fargo, with the objective <br />of completing construction during the 2003 construction season. On <br />roll call vote, the motion carried unanimously. <br /> <br />PLAT APPROVAL, Country Acres 4th Subdivision and variance reauest <br />Two letters were received from the Cass County Planning Office concerning Country Acres 4th <br />Subdivision and a variance request concerning drainage. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Wieland seconded that the Cass County <br />Board of Commissioners grant final plat approval to Country Acres <br />4th Subdivision in Section 30 ofTownship 138N, Range 49W in Cass <br />County, North Dakota, and the variance request from the county plat <br />standards as noted in the County Planner's letter dated September 24, <br />2001. On roll call vote, the motion carried unanimously. <br /> <br />ROAD DEPARTMENT, Reed Townshio hvdraulics studv <br />Keith Berndt provided copies of a proposal from Houston Engineering, Inc. to complete a <br />hydraulic analysis of the road between Sections 7 and 18, Reed Township, on the west side of <br />the existing bridge over the Sheyenne River, at a cost of $2,540. <br /> <br />Several citizens raised concerns at the last Commission meeting because this section of road <br />will be used as the only access to four homes if the Sheyenne River bridge in this area is <br />eliminated. He said he is not asking the Commission to take any action today on the future of <br />the bridge, which is estimated to cost $50,000-70,000 in temporary repairs or $700,000 to <br />replace it. <br /> <br />Although the study would involve spending county funds on a township road, Commissioners <br />felt it would be in the best interests of the county to have the study done. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Sorum seconded to authorize the County <br />Engineer to proceed with a hydraulic analysis of the township road <br />between Sections 7-18, Reed Township, at an estimated engineering <br />cost of $2,540 according to the proposal from Houston Engineering. <br />On roll call vote, the motion carried unanimously. <br /> <br />13. BUDGET FOR 2002, Final budaet adooted <br />Michael Montplaisir, County Auditor, provided a summary ofthe 2002 budget for approval by the <br />board. He said this budget provides an overall reduction of the maximum mill rate on any <br />property of 3.03 mills. The mills subject to the 75 mill levy limits are 62.69, or a decrease of 2.68 <br />mills from 2001. This is the third year in a row the County Commission has reduced the mill <br />levy, and Mr. Montplaisir said commissioners and department heads should be commended for <br />their efforts. <br /> <br />- <br /> <br />Mr. Wagner said he is very much aware of where the tax dollars come from, and the citizens' <br />taxes will be lower next year while the county is still able to provide its core services. Mr. <br />Montplaisir said the decrease of 2.68 mills represents $696,800.00. <br />
