He <br />said the North Dakota Department ofTransportation has expressed a willingness to assist in the <br />project, possibly through financial assistance. <br /> <br />Mr. Wieland asked about the responsibility for road signs, snow plowing, gravel and future <br />overlays when needed. Mr. Holzworth said he had not thought about signage, and he said the <br />elevator company would likely come back to the Board when the road needs an overlay and for <br />other maintenance issues. Mr. Wieland asked about township involvement, and Mr. Holzworth <br />said the township has not said they won't offer some assistance, however, they have said they <br />cannot afford to maintain the road. <br /> <br />Mr. Wieland suggested inviting Mr. Holzworth to a County Road Advisory Committee meeting <br />for them to review the request and make a recommendation to the County Commission. This <br />would also allow time for obtaining cost estimates on maintenance and signage. <br />MOT/ON, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to refer the request <br />to take over ownership and maintenance of a new road connecting <br />Highway 46 with the Leonard Elevator to the County Road Advisory <br />Committee. Discussion: Mr. Wagner suggested that the State's <br />Attorney review liability issues if the county becomes involved in the <br />future ofthis road. On roll call vote, the motion carried unanimously. <br /> <br />10. ROAD DEPARTMENT, Cass County 20 Corridor Studv <br />,--- Keith Berndt, County Engineer, provided information on the Cass County Road 20/Clay County <br />22 Corridor Study. Also present for today's meeting on this topic were Brian Shorten, Fargo- <br />Moorhead Metropolitan Council of Governments, and Rick Brown, ofSRF Consulting Group,lnc. <br /> <br />Mr. Berndt met with staff from the City of Fargo and there is general agreement that it would be <br />beneficial to proceed with short range improvements in 2003 in order to enhance the highway's <br />safety. Specific safety issues include 1-29 ramp sight distance, lack of turn lanes, high <br />percentage of heavy truck traffic and access management. Plans are in place to replace the <br />Highway 20 bridge in 2003 also, according to the County Engineer. <br /> <br />Mr. Brown showed sketches of the short-term and the long-term improvements. The estimated <br />cost of short-range improvements is $4 million, and Mr. Berndt said staff from the city and the <br />county agree that a form of shared funding is appropriate. In addition, about 4 acres of right of <br />way are needed for the short-term improvements. The estimated cost of long-range <br />improvements is $17-18 million, plus a range of 29 to 37 acres in additional land. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Wagner seconded to approve the Cass <br />County Road 20/Clay County Road 22 Corridor Study. On roll call <br />vote, the motion carried unanimously. <br /> <br />.-- <br /> <br />MOT/ON, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to endorse the long- <br />range alternatives A-2 and B-2, with a final decision to be made at a <br />later date. On roll call vote, the motion carried unanimously. <br />
