Commission Minutes--October 1, 2001 2363

MOTION, passed
.-- Mr. Wagner moved and Mrs. Schneider seconded to approve the 2002
budgetof$38,899,542, as detailed by the County Auditor's budget/levy
summary, and to direct the County Auditor to levy the necessary mills
as detailed on the attached summary. On roll call vote, the motion
carried unanimously.

14. VOUCHERS, Aooroved
MOTION, passed
Mrs. Sorum moved and Mrs. Schneider seconded to approve Voucher
No. 156,783 through No. 157,144. On roll call vote, the motion carried
unanimously.

15. MEETING UPDATES; COUNTY PROPERTY; JAIL PROJECT TRAILER; NDACO UPDATE,
Committee reoorts
Commissioners and staff reported on meetings they have attended in the past two weeks, as
well as upcoming meetings.

Mike Montplaisir reported that the building the county purchased along Tenth Street to the north
of the Courthouse was demolished today, and the property will be used as a parking lot.

Bonnie Johnson, County Coordinator, informed the board that the last construction minutes
indicate the project trailer on the new jail site will be used by the transition team through the
,--- winter months. Site grading and seeding will be done around the trailer, which will then be
removed in the spring for final grading and seeding of the site. Mrs. Schneider believes it would
be more reasonable to eliminate the trailer on the site and have the transition team work out of
the same space at the Courthouse where they worked at the beginning of the project. That
space is currently empty. She said they could travel to the jail site from the Courthouse, when
necessary. Mr. Meyer asked if space is available at the jail site during the work day when the
transition team has work to do there. Mrs. Johnson said the future training room in the new jail
could be set up as a work area for daily site visits. It was the consensus of the Commissioners
to place this item on the October 15th Commission meeting agenda for board action.

Mr. Wieland reminded Commissioners of the North Dakota Association of Counties Convention,
to be held on October 7-9 at the Doublewood Inn, Fargo.

Mr. Wieland also told the Board about a North Dakota Association of Counties strategic planning
retreat last weekend at Linton, ND. He and Mr. Montplaisir attended the event and thought it
may be something to consider in Cass County at some future date. Mr. Montplaisir said the
county has had outside studies done, such as the County Government Task Force Study in
1985, the Cass County Model Project in 1990, the Home Rule Charter Commission in 1994, and
the 2000 Local Governance Advisory Study. However, he thought department heads and key
employees should have an opportunity to meet with a facilitator and discuss common goals,
perhaps to be held in the Courthouse some Saturday in the upcoming months.

- 16. CORRESPONDENCE, Received and filed
MOTION, passed
Mrs. Schneider moved and Mr. Wagner seconded to receive and file
correspondence outlined by the secretary as follows: Motion carried.
