ROAD DEPARTMENT, MaDleton grant aDDlication authorized <br />Keith Berndt, County Engineer, received a request from Moore Engineering on behalf of the City <br />.---- of Mapleton that Cass County consider applying for federal safety funds for two sidewalk! <br />bikeway projects in Mapleton. If the grant is received and the county wishes to participate <br />financially in the projects, Mr. Berndt said he would recommend limiting county participation to <br />5% of the total cost for both projects or $10,000, whichever is less. <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wagner seconded to authorize the <br />county engineer to apply for federal funds for two pedestrian safety <br />improvement projects in Mapleton, North Dakota. On roll call vote, the <br />motion carried unanimously. <br /> <br />11. ROAD DEPARTMENT, Joint Dowers aareement delaved concernina Dlannina and zonina <br />authority in Barnes TownshiD <br />Mr. Berndt asked the board to consider approval of a joint powers agreement which would <br />convey the planning and zoning authority of an 80-acre tract of land in Section 30, Barnes <br />Township, to the City of West Fargo. Currently, it is the only land that Barnes Township has <br />zoning authority over because the Cities of Fargo and West Fargo have grown and expanded <br />their extraterritorial zoning and subdivision authority in the remainder of the township. Also, it <br />is the only land over which Cass County has subdivision authority in Barnes Township. <br /> <br />A rural development known as Eagles Run has been proposed for approximately three quarters <br />of Section 30, Barnes Township, and Mr. Berndt said Barnes Township has requested that the <br />City of West Fargo provide the zoning authority for the entire remaining 80 acres in their <br />~ township. If Cass County relinquished its subdivision authority over this same 80 acres, the <br />Eagles Run development would be under the jurisdiction of a single planning and zoning <br />authority, rather than three entities. <br /> <br />Mr. Wieland expressed concern about releasing the county's subdivision review authority <br />because he wants to be sure the county will not have any additional demands for services or <br />road improvements. He was of the opinion that the county would not approve any new <br />subdivisions until such time as the recently appointed subdivision review committee has an <br />opportunity to begin meeting and considering policy revisions. <br /> <br />Mr. Wieland suggested a two-week delay in the decision, and other Commissioners said they <br />could also support a delay. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to delay for two <br />weeks the signing of a joint powers agreement for planning and <br />zoning authority over 80 acres of land in Section 30, Barnes <br />Township. On roll call vote, the motion carried unanimously. <br /> <br />12. VOUCHERS, ADDroved <br />MOTION, passed <br />Mr. Wagner moved and Mr. Wieland seconded to approve Voucher No. <br />156,013 through No. 156,308. On roll call vote, the motion carried <br />~ unanimously. <br />
