<br />~ <br /> <br />~ <br /> <br />~ <br /> <br />Commission Minutes--September 4, 2001 2345 <br /> <br />to state's attorney approval, and authorize the chairman to sign: On <br />roll call vote, the motion carried unanimously. <br /> <br />United Rental Highway Technologies, Inc.--pavement marking installation on various <br />Cass County highways; <br />Moorhead Electric, Inc.--County Highway Department parking lot lighting; <br />Opp Construction Company--purchase order in the amount of $14,800 for replacement <br />brick paver sidewalk at the entrance to the County Highway Department building <br />Dell-Comm, Inc.--supply and installation of 24-strand, single mode fiber optic cable from <br />the Cass County Courthouse to the new Cass County Jail facility. <br /> <br />8. <br /> <br />RESOLUTION #2001-23, MIDA Bond hearina for Diocese of Farao <br />A public hearing was advertised forthis date and time relating to First Mortgage Revenue Bonds <br />(Shanley High School Project) Series 2001. Mr. Meyer opened the public hearing and invited <br />comments. Attorney Jon Arntson, of Arntson & Stewart, P.C., was present and briefly described <br />the project. He is requesting that the County Commission adopt a resolution approving the <br />issuance of $8,000,000 in bonds, in one or more series, and authorizing the issuance of <br />$4,500,000 of those bonds at this time. All of the bond proceeds will be used to finance the <br />construction of a high school and middle school located at 52nd Avenue and 25th Street South <br />in Fargo. <br /> <br />Mr. Meyer invited other comments. Birch Burdick, State's Attorney, asked Mr. Arntson to explain <br />the law on the use of MIDA Bonds for a project such as this. Mr. Arntson replied and indicated <br />that only those parts of the facility not used for religious instruction or services will be financed <br />with the bond proceeds. No tax money is being obligated to the project on the bond issue. <br /> <br />Mr. Meyer asked again if there were any other comments on the MIDA Bond issue before the <br />board at this time. Hearing none, the public hearing was closed. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Wieland seconded to adopt Resolution <br />#2001-23 Authorizing the Issuance of First Mortgage Revenue Bonds <br />(Shanley High School Project) Series 2001, and Approving and <br />Authorizing the Execution and Delivery of the Lease Agreement, the <br />Mortgage and Other Documents. On roll call vote, the motion carried <br />unanimously. <br /> <br />9. <br /> <br />JAIL PROJECT, Transition team uDdate <br />Michele Boucher updated the Commission on the progress of the jail transition team, on behalf <br />of Walt Willis, who is visiting with a transition team in Green Bay, Wisconsin, on their new <br />facility. Ms. Boucher reported that the team is now located in the transition trailer on the jail site, <br />two correctional officers attended a two-week training course in Longmont, Colorado, members <br />are working on the equipment and supply list, and she is working on Field Training Officer (FTO) <br />modules. <br /> <br />In response to a question from Mr. Meyer, Ms. Boucher said the work of the transition team is <br />on schedule. Mrs. Schneider asked about the direct supervision method, which is a different <br />way of supervising inmates than the method used in the current jail. Ms. Boucher said the direct <br />supervision method requires more training and involves managing the inmates by identifying and <br />solving problems before they develop. <br />
