<br />Commission Minutes--July 9,2001 2310 <br /> <br />Mr. Brent supports Concept #2. He said with the information being discussed with clients, each <br />r- employee needs to have privacy and needs their own office. The plan would expand their file <br />room and with the other plan, the file room would be used as an office and the files would be <br />out in the open. <br /> <br />Mr. Wieland discussed some changes to Concept #1. He suggested inserting a wall across the <br />alcove which would provide an enclosed space for files and a door off the hallway in orderto use <br />the conference room for larger groups. He feels with the changes, this plan will work. <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wieland seconded to adopt Concept <br />#1 with the revisions suggested by Mr. Wieland and to move forward <br />with the construction project to remodel the 4th floor of the Cass <br />County Annex. Discussion: Mr. Meyer does not support this concept <br />and said confidential files should not be out in the open. He is <br />concerned that one department is being pitted against another <br />department for space needs. Mr. Wagner said the commission has to <br />identify needs for each department and live within those needs. Mrs. <br />Sorum said everyone needs their own office and files in the open <br />would not be appropriate. On roll call vote, the motion carried with <br />three members voting "Aye" and Mr. Meyer and Mrs. Sorum voting <br />"No". <br /> <br />,--27. VOUCHERS, Aooroved <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Sorum seconded to approve Voucher No. <br />154,196 through No. 154,604. On roll call vote, the motion carried <br />unanimously. <br /> <br />28. MEETING UPDATES; PRELIMINARY BUDGET; MIDA BOND ISSUES; PARKING LOT <br />PROJECTS; JAIL STAFFING MEETING, Committee reoorts <br />Commissioners reported on meetings they have attended in the past two weeks, as well as <br />upcoming meetings. <br /> <br />Mr. Montplaisir said the preliminary budget process will begin soon and asked commissioners <br />to set aside the week of August 13th to review budgets with departments. He said the first <br />budget hearing is scheduled for August 20th. <br /> <br />,r- <br /> <br />Mr. Montplaisir said he received an inquiry regarding a MIDA bond issue from the Diocese of <br />Fargo for their new high school. Due to the county's limit of $10 million in total bank qualified <br />issues, the request would have to be done in two years instead of one year. The Diocese has <br />asked if the fee the county charges for MIDA bond issuance could be negotiated. The county <br />currently charges 1 % ofthe bond issue up to a maximum of $1 0,000. With the bond issue being <br />done over two years, the total fee would be $20,000. Commissioners were in agreement that <br />the second issue may be reduced to $5,000. <br /> <br />County Coordinator Bonnie Johnson said bids are due this week for parking lot projects at the <br />Annex and Highway Department. <br />
