Commission Minutes--July 9. 2001 2309

Mr. Berndt said the home will need to be removed for future highway and bridge improvements.
The home is for sale but is currently being rented. He suggested the county look into
purchasing the home now. He has sufficient funds within his budget to pursue the acquisition.
He said it may likely require a budget adjustment depending how the rest of the budget year
develops.

Mr. Wieland asked about the land involved with the property. Mr. Berndt said not much land is
involved. Mr. Wieland said the county will want to ensure that the depth of the land is included
in the right-of-way.
MOTION, passed
Mr. Wieland moved and Mrs. Schneider seconded to authorize the
County Engineer to have an appraisal completed and negotiate the
acquisition of a home on 40th Avenue South in Barnes Township near
the Sheyenne River, for future bridge replacement and highway
improvements on 40th Avenue. On roll call vote, the motion carried
unanimously.

25.

ROAD RIGHT-OF-WAY, Quit claim deed for Old Hiahwav 18 riaht-of-way
Mr. Montplaisir said in 1986 the county deeded a portion of right-of-way north of this lot to the
Casselton Veterinary Clinic. The request now is for the county to deed a portion of right-of-way
south of that lot to the clinic. In 1986, the tax director looked at the land and said the value was
nominal. A quit claim deed has been prepared that the States Attorney reviewed.
MOTION, passed
Mrs. Sorum moved and Mrs. Schneider seconded to authorize the
chairman to sign a Quit Claim Deed to the Casselton Veterinary Clinic
for old Highway 18 right-of-way, the said tract of land containing .716
acres in Casselton Township. On roll call vote, the motion carried
unanimously.

r-

26. ANNEX BUILDING, Remodelina oroiect on 4th Floor
Mr. Wagner said a committee was formed to review remodeling options for unfinished space on
the 4th floor of the Cass County Annex. The committee consisted of Veterans Service Officer
Jim Brent; Social Services Director Kathy Hogan; County Coordinator Bonnie Johnson; and
himself. The group met with architect Terry Stroh who submitted two plans for the committee
to consider. The committee endorsed Concept #1 by a 3-1 margin; however, since it was not
unanimous, they decided the commission should discuss the options.

Mrs. Johnson said Concept #1 takes into account the diminishing number of veterans and
increasing Social Services clientele. Concept #2 provides an additional office in the Veterans
Service suite.

,~

Mrs. Hogan supports Concept #1. She would be able to move two programs and a total of 14
staff, which would provide some space relief on 2nd and 3rd floors. Storage is a large issue and
this concept allows for storage.
