<br />.r- <br /> <br />21. <br /> <br />22. <br /> <br />r- <br /> <br />Commission Minutes--July 9, 2001 2308 <br /> <br />MOTION, passed <br />Mrs. Schneider moved and Mrs. Sorum seconded to approve a 4% <br />cost of living (COLA) increase for the 2002 budget based on the <br />regional consumer price index. Discussion: Mr. Wagner asked if this <br />is for budget purposes and Mr. Montplaisir said it will aid in the <br />preliminary budget process. On roll call vote, the motion carried <br />unanimously. <br /> <br />ROAD DEPARTMENTISPECIAL ASSESSMENT DISTRICT, Commission Policv amendment <br />tabled <br />County EngineerKeith Berndtwas contacted by the developer of Maple Grove Subdivision. The <br />developer spoke with Southeast Cass Water Resource District and decided to ask the water <br />board to construct the improvements and set up the assessment district. He asked the <br />Commission to still take action on the plat; however, the Special Assessment policy amendment <br />does not have to be acted on today. He wants to spend more time on the policy before the <br />Commission adopts the revisions. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to table the special <br />assessment policy revision until a later date. On roll call vote, the <br />motion carried unanimously. <br /> <br />PLAT APPROVAL, Maole Grove Subdivision <br />Mr. Wieland was concerned about the soil in the area and size of the lots. He asked about septic <br />system use and Mr. Berndt said the subdivision plans to use septic systems. The developer <br />was present and said County Sanitarian Terry Ludlum completed percolation tests and said the <br />lots are of sufficient size for septic systems. Mr. Wieland asked that the sanitarian submit <br />documentation on the percolation tests. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Wagner seconded that the Cass County <br />Board of Commissioners grant final plat approval to Maple Grove <br />Subdivision, Section 7 ofTownship 138N, Range 49W in Cass County, <br />North Dakota, subject to all participating agencies approving and <br />signing the plat. On roll call vote, the motion carried unanimously. <br /> <br />23. ROAD DEPARTMENT, Contract with Ulteia Enaineers for Maole Grove Subdivision <br />infrastructure withdrawn <br />Mr. Berndt said the contract with Ulteig Engineers may be withdrawn as the developer will ask <br />the water district to construct the improvements and set up the assessment district. <br /> <br />24. <br /> <br />-- <br /> <br />ROAD DEPARTMENT, Home acauisition for future 40th Avenue bridae reolacement and <br />hiahwav imorovements <br />Mr. Berndt said a very narrow and old township bridge exists on 40th Avenue over the <br />Sheyenne River approximately 1/4 mile east of Cass County 17. The bridge will need to be <br />replaced in five or ten years. Also, 40th Avenue will carry a large traffic volume in the future. <br />A home is located on the east side of the existing bridge and is very close to 40th Avenue. <br />
