<br />Personnel Overview Committee--June 18, 2001 2 <br /> <br />-- <br /> <br />MOTION, passed <br />Mrs. Hogan moved and Mr. Wieland seconded to amend Commission <br />Policy Manual 14.02, County Standing Committees Procedure, to include <br />procedures on proxy voting. Discussion: Mr. Wieland asked what the <br />limitations are on who should be designated as a proxy. He questioned <br />whether Commissioners be allowed to appoint a proxy and if department <br />heads appoint someone from only within their department. Mrs. Johnson <br />suggested that commissioners not vote by proxy, that department heads <br />appoint someone from within their department and that employee <br />representatives appoint someone from the group that they represent. <br />Motion carried unanimously on the main motion. <br /> <br />Mr. Burdick feels the Commission should be able to appoint a proxy or have another <br />commissioner carry his or her vote. <br /> <br />,,-- <br /> <br />AMENDED MOTION, passed <br />Mr. Wieland moved and Mrs. Hogan seconded to amend the motion to <br />include that commissioners be allowed to appoint a proxy or have another <br />commissioner carry his or her vote, that department heads appoint <br />someone from their department as a proxy and that employee <br />representatives appoint someone from their group as a proxy. A proxy <br />may be appointed up until the meeting time as along as the County <br />Coordinator is contacted and the proxy is announced at the beginning of <br />the meeting. Discussion: Mr. Wagner feels a precedent would be set if <br />commissioners are allowed a proxy. He said ifthe issue is important, the <br />commissioner will be present at the meeting and he said if a <br />commissioner is absent from a commission meeting, they are not allowed <br />a proxy. Motion carried unanimously on the amended motion. <br /> <br />AMENDED MOTION, passed <br />Mr. Wieland moved and Mrs. Hogan seconded to amend the previous <br />motion and to exclude that commissioners be allowed to appoint a proxy. <br />Motion carried unanimously on the amended motion. <br /> <br />Mrs. Johnson said the changes to this policy will also be approved by the County Commission. <br /> <br />5. PERSONNEL POLICY 6.10, Review DroDosed amendment on Dolicy reaardina Iiaht <br />dutv/transitional work Droaram <br />Mrs. Johnson said the county receives a premium reduction on workers' compensation insurance <br />if the county implements a light duty/transitional work program. She said the program is in place; <br />however, the language needs to be added to the Personnel Policy Manual. Mrs. Johnson said a <br />consultant group was also involved in developing the program. <br /> <br />Mrs. Hogan suggested that the outside consultant group be listed in the policy as a source. She also <br />- asked who would pay for the independent evaluation if the county requested it. Mrs. Johnson said <br />the county would pay for the evaluation. Mrs. Hogan suggested this also be included in the policy. <br />Mrs. Johnson said she will include an article in the employee newsletter regarding this policy <br />amendment and she will implement the two suggestions made by Mrs. Hogan into the policy. <br />
