<br />- <br /> <br />,-- <br /> <br />,-- <br /> <br />Personnel Overview Committee--May 21, 2001 2 <br /> <br />Mr. Crossin said the employer saves the payroll tax on all contributions to the PEHP program, <br />and the employees save the matching payroll tax, as well as applicable state and federal <br />income taxes. <br /> <br />Committee members discussed the program and agreed that no decision could be made today, <br />however, further consideration should be given through the county budget process and <br />employees should be informed about the program. <br />MOTION, passed <br />Mr. Rudnick moved and Mrs. Hogan seconded to direct the County <br />Auditor to develop a number of scenarios for a PEHP (Post <br />Employment Health Plan) for consideration through the budget <br />process this year for the 2002 county budget. Motion carried. <br /> <br />4. <br /> <br />ANNUAL RECLASSIFICATION REQUESTS, Revised PAQ (Position Analvsis <br />Questionnairel <br />Requests were received for reclassification review of six positions by Fox Lawson Associates, <br />the consultants hired by Cass County for this purpose. Bonnie Johnson said reclassification <br />requests are due by the first Monday in May each year, and must include the completion of a <br />revised PAQ that demonstrates a 25% or more change in the decision-making duties of a <br />position. <br /> <br />The first one on the list this year is the B21 Principal Secretary position in the Personnel <br />Office, which was last reviewed in 1990. Mrs. Johnson provided background information and <br />said this position performs some ofthe payroll functions previously done by another employee. <br /> <br />After reclassification reviews are completed by the consultants, a recommendation will be <br />returned to this committee for a decision at a later meeting, tentatively set for June 18th, <br />according to Mrs. Johnson. <br />MOTION, passed <br />Mrs. Johnson moved and Mrs. Hogan seconded to submit the <br />revised PAQ (Position Analysis Questionnaire) for the B21 Principal <br />Secretary (Gartner) in the Personnel Office to Fox Lawson <br />Associates. Discussion: Mrs. Hogan asked if reclassification ofthis <br />position would affect other similarly graded positions in the county. <br />Adair Boening said this is the same pay grade as the legal <br />secretaries in the Regional Child Support Enforcement Office, <br />however, the legal secretaries have higher minimum training and <br />experience requirements than this position. Mrs. Johnson said the <br />hiring standards for this position have been the same for at least ten <br />years, however, the minimums would be raised the next time the <br />position is advertised. Mr. Burdick said the secretaries in his office <br />are graded B21, with the exception of one that is graded B22, and he <br />believes the legal secretaries in his office would be interested in a <br />reclassification review if the Personnel position is reclassified. <br />Motion carried. <br />
