<br />,....... <br /> <br />1. <br /> <br />2. <br /> <br />,....... <br /> <br />- <br /> <br />Personnel Overview Committee--May 21, 2001 1 <br /> <br />PERSONNEL OVERVIEW COMMITTEE <br />MAY 21, 2001 <br /> <br />MEETING TO ORDER <br />A meeting of the Personnel Overview Committee was called to order by County Commission <br />Chair, John Meyer, at 1 :00 PM in the Commission Room, Cass County Courthouse. The <br />following members were present: John Meyer, Scott Wagner, Robyn Sorum, Alon Wieland, <br />Keith Berndt, Kathy Hogan, Birch Burdick, Don Rudnick, Michael Montplaisir, Bonnie Johnson, <br />and Char Aberle. The following members were absent: Donna Schneider, Diane Miller and <br />Greg McDonald. Also present was Adair Boening from the Regional Child Support <br />Enforcement Unit, representing Kathy Ziegelmann, who was in Bismarck. <br /> <br />BACKGROUND ON COMMITTEE FUNCTION, Proxv desicnation <br />Mrs. Johnson provided some background on how this committee functions, since this is the first <br />meeting for two of the County Commissioners, who took office in January, 2001, and new <br />employee representatives. She indicated that Kathy Ziegelmann requested permission to have <br />Adair Boening, from her department, represent her and have voting authority at today's <br />meeting. Since the county does not have a policy on proxy voting, Mrs. Johnson said the <br />group has been making that determination on an individual basis, as the question arises. <br />MOTION, passed <br />Mrs. Johnson moved and Mr. Berndtseconded that Adair Boening be <br />allowed to vote at today's meeting on behalf of her department head, <br />Kathy Ziegelmann. Discussion: Mr. Meyersaid he would assume the <br />person designating a representative would discuss the agenda <br />topics prior to the meeting so the designee could make an informed <br />decision at the meetings. Mr. Burdick supports the motion today <br />and the general concept of being able to designate a replacement <br />because a committee member may already have a conflict when the <br />meeting notice is received. At the call for the question and upon roll <br />call vote, the motion carried unanimously. <br /> <br />Mrs. Hogan suggested adopting a policy whereby a proxy can be designated by contacting the <br />County Coordinator prior to a particular meeting. Mrs. Johnson will prepare a draft policy for <br />consideration at the next meeting. <br /> <br />3. <br /> <br />POST EMPLOYMENT HEALTH PLAN, Nationwide Retirement Solutions <br />Tim Crossin, Chicago, Illinois, and Carmen Tomin, Bismarck, were present representing <br />Nationwide Retirement Solutions. Mr. Crossin explained a program introduced in 1997 by <br />Nationwide called PEHP (Post Employment Health Plan). He said the program can save tax <br />dollars for the county while, at the same time, helping employees accumulate tax-free dollars <br />to pay for health care expenses after leaving the county's employment. <br /> <br />The purpose and benefit of the PEHP program is to pre-fund the future cost of health care <br />expenses with tax-free dollars. The employer may elect to fund the program with either an <br />ongoing contribution or solely contribute other funds which employees would normally receive <br />in the form of a cash payment, such as unused sick leave or annual leave. Once employees <br />terminate employment with the county, they may use the money accumulated within their <br />individual PEHP account to pay for specified medical insurance expenses. <br />
