<br />- <br /> <br />- <br /> <br />- <br /> <br />Commission Minutes--April16, 2001 2273 <br /> <br />Rush River WRD board members have approved creation of a maintenance assessment district <br />after holding public meetings with property owners. Several commissioners were in attendance <br />at a Rush River Water Resource District Board meeting where the proposed maintenance <br />district was discussed, and it appears there is a lot of support from the landowners. <br />MOTION, passed <br />Having received from the Rush River Water Resource District an <br />indication that they have approved the creation of a maintenance <br />assessment district, pursuant to Section 61.16.1-40.1 of the North <br />Dakota Century Code, in relation to maintenance of certain portions <br />of the Rush River which constituted projects by a federal agency for <br />which the Rush River Water Resource District has by contractagreed <br />to maintain, Mr. Wieland moved and Mr. Wagner seconded to approve <br />the assessments as set forth in the list provided by the Rush River <br />Water Resource District, a copy of which was provided to the Cass <br />County Commission and Cass County Auditor, and to levy the same. <br />On roll call vote, the motion carried unanimously. <br /> <br />19. <br /> <br />SHERIFF'S DEPARTMENT, Hazardous material contract uDdate <br />Glenn Ellingsberg, Sheriff's Department, reported that the State of North Dakota has received <br />approximately one million dollars for studying mass destruction incidents, and he hopes to <br />partner that with the handling of hazardous materials. He said budget money for the hazardous <br />materials contract will not be spent without a contract that he and State's Attorney Birch Burdick <br />are satisfied with. <br /> <br />20. GIS PARCEL MAP UPDATE SERVICES <br />Michael Montplaisir, County Auditor, received a letter from Fargo City Administrator Pat Zavoral <br />dated April 5, 2001, which followed discussions between the Cass County Engineer and the <br />Fargo City Engineer relating to Fargo staff providing assistance to Cass County with GIS (global <br />information system) parcel map update services. Mr. Montplaisir highlighted the scope of work <br />activities, listed in Mr. Zavoral's letter, which will help maintain and enhance the county's parcel <br />map. The cost estimate for providing a comprehensive, centralized approach to parcel mapping <br />is under $55,000 per year. <br />MOTION, passed <br />Mrs. Sorum moved and Mrs. Schneider seconded to continue the GIS <br />planning process with the City of Fargo and develop a contract to be <br />reviewed by the Board at a future meeting. On roll call vote, the <br />motion carried unanimously. <br /> <br />21. ROAD DEPARTMENT, County Highwav 17 corridor studv contract de laved <br />Keith Berndt, County Engineer, submitted an agenda request for the board to discuss a contract <br />with SRF Consulting Group to complete the County Highway 17 Corridor Study. Mr. Berndt, <br />however, was called to meet with FEMA officials who are in Fargo this afternoon addressing <br />flood concerns. This item was delayed until May 7th, if that is agreeable with Mr. Berndt. <br /> <br />22. ROAD DEPARTMENT, Policv on sDecial assessments to be reviewed <br />Mr. Montplaisir briefed the Commissioners on Mr. Berndt's suggestions for revising the county <br />special assessment policy. The Board talked about the history of special assessments in Cass <br />County, which began with the Forest River Subdivision in Stanley Township south of Fargo. <br />
