On roll call vote, the motion <br />carried unanimously. <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Sorum seconded to authorize the <br />chairman to sign an addendum to the October, 1997 "Contract for <br />Professional Services" with the Lake Agassiz Regional Development <br />Corporation. The purpose of the contract amendment is to modify the <br />compensation schedule to pay an additional $26,000 from FEMA <br />(Federal Emergency Management Agency) and HUD (Department of <br />Housing and Urban Development) for administration expenses for <br />purchase of additional vacant properties located in the f1oodway. The <br />State's Attorney has approved the contract as to form. On roll call <br />vote, motion carried unanimously. <br /> <br />FLOOD MITIGATION, Non-structural Flood Hazard Mitiaation Plan <br />County Engineer Keith Berndt was present to discuss the Non-Structural Flood Hazard <br />Mitigation Plan for Southeastern Cass County, prepared by County Planner Joel Quanbeck. <br />The plan is a requirement for Cass County to obtain funding from the State Water Commission <br />for flood protection projects, such as acquisition of additional land with high potential flood <br />damage. He said the plan meets FEMA and the State Water Commission requirements by <br />discussing the following: flood problems and impacts, existing flood plain management, future <br />flood hazard potential, potential non-structural mitigation strategies, and an implementation plan <br />which includes purchase of additional land to prevent further flood damage in high risk areas. <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wagner seconded that the Cass <br />County Commission approve the plan, as presented, which is required <br />in order to utilize federal and state funds that are available for <br />additional buyouts for flood mitigation. On roll call vote, the motion <br />carried unanimously. <br /> <br />MAPLE RIVER TOWNSHIP, Bridge elimination discussedlcommittee formed <br />Attorney John C. Irby was present representing David Ratchenski, who owns the Southeast <br />Quarter of Section 13, Maple River Township. Mr. Irby said the county eliminated two bridges <br />on the Section line road between Sections 13 and 24 because they were deemed unsafe, and <br />this action resulted in his client losing direct access to a 32.2 acre section of his farmland. This <br />has greatly reduced the land's value, according to Mr. Irby, and he does not believe proper <br />procedures were followed in this situation, which amounts to closing of the road between <br />Sections 13 and 24, Maple River Township. Mr. Irby said some dialogue is needed on how to <br />rectify the problem or compensate Mr. Ratchenski. In a letter to the County Commission dated <br />March 7, 2001, Mr. Irby indicated that the land is worth a minimum of $1,200.00 per acre, <br />provided it has the same access that it had at the time Mr. Ratchenski acquired it. Mr. Wieland <br />asked if the property has been appraised, and since it has, asked Mr. Irby to obtain a copy of <br />the appraisal for his review. <br />
