<br />~ <br /> <br />,.-.. <br /> <br />,.-.. <br /> <br />Commission Minutes--April 2, 2001 2263 <br /> <br />parking area, relocation of mechanical and electrical equipment from the basement of the <br />existing jail and courthouse to protect the systems from possible future flooding or storm water <br />backup, parking requirements, and a possible connecting link between the Annex building west <br />of 10th Street, the courthouse and any renovated or new structure on the existing jail site. <br /> <br />The three options outlined by Mr. Hoganson are as follows: <br /> <br />Option A--Suggests reuse of the jail and sheriffs residence, either in whole or in part, while still <br />meeting the programmed requirements for Cass County expansion with two new additions to <br />the existing buildings. Estimated cost is $5,737,796.00, with an alternate link to the Annex <br />estimated at $640,000.00. <br /> <br />Option B--Suggests relocation or demolition of the sheriffs residence, with a single addition to <br />the jail. Estimated cost is $5,945,332.00, with an alternate link to the Annex estimated at <br />$596,000.00. <br /> <br />Option C --Suggests documenting historic elements of the existing jail and sheriffs residence <br />prior to demolition and then construction of a new building, which could create unity with the <br />courthouse and annex. Estimated cost is $4,425,900.00, with an alternate link to the Annex <br />estimated at $596,000.00. <br /> <br />Mr. Hoganson said reusing the existing jail will pose some remodeling challenges in Options <br />A and B, however, the jail is considered to be structurally sound, according to an engineering <br />report from Heyer Engineering. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to formally receive <br />the information presented by Foss Associates containing options for <br />future planning at the current Cass County Jail site; and to direct the <br />County Coordinator to present the county's options at the local <br />Historic Preservation Committee meeting on April 17th and to the staff <br />liaison designated by the State Historical Society; and to solicit <br />comments from the neighborhood, as well as the community, <br />regarding the options by publishing a notice in the official county <br />newspaper. On roll call vote, the motion carried unanimously. <br /> <br />12. <br /> <br />FLOOD MITIGATION, Lake Aaassiz Reaional Council contract amendment/Orchard Glenn <br />Owners GrouD buvout <br />Irv Rustad, Lake Agassiz Regional Development Corporation, presented a list of six parcels of <br />land in the Orchard Glen Development south of Fargo eligible for flood buy-outs. He said some <br />additional details need to be worked out before the property closing, however, all six property <br />owners have now agreed to the total purchase price of $709,312.00. <br /> <br />Keith Berndt, County Engineer, explained the process that was followed in arriving at the <br />appraised amounts. Attorney Daniel Crothers, representing the Orchard Glen property owners, <br />was present today to answer any questions the board might have and said the owners are in <br />agreement with the purchase price. Mark Boening, Assistant State's Attorney representing <br />Birch Burdick at today's meeting, said Mr. Burdick left a note on this topic confirming the land <br />purchase totaling $709,312.00. <br />
